Job Posting Organization:
Allied Land Command (LANDCOM) HQ serves as the Theatre Land Component and Land Advocate for NATO, responsible for coordinating and synchronizing NATO and Partner Land Forces. The organization focuses on enabling land domain readiness, interoperability, standardization, and competency. LANDCOM is prepared to deploy headquarters elements to provide planning, coordination, and command capabilities to Allied forces. The Support Directorate within LANDCOM is tasked with providing organizational structures, personnel, logistics, communications, information systems, and base support. The G6 Cyberspace Division specifically plans and monitors the provision of communication and information services by the NATO CIS Agency (NCIA) to LANDCOM, while also executing infrastructure and defensive cyberspace operations.

Job Overview:
The scientist" style="border-bottom: 1px dotted #007bff !important;">Data Scientist (AI) position is crucial for managing all data and data-related functions within LANDCOM, enabling the organization to make informed, data-driven decisions. This role encompasses the management of data strategies, analytical processes, governance procedures, data protection requirements, and the dissemination of information. The incumbent will be responsible for prioritizing data security" style="border-bottom: 1px dotted #007bff !important;">security and privacy, enhancing real-time analytics capabilities, establishing a robust data governance framework, and scaling cloud and hybrid solutions. Additionally, the role involves accelerating the integration of AI and machine learning, fostering a data-driven culture, and adopting emerging technologies. The Data Scientist will support both internal and external analysts, maintain the Agency’s data stores, and execute data engineering processes, including the management of data pipelines and lakes. The position also requires contributions to the design and updates of data science approaches and machine learning initiatives across the Agency.

Duties and Responsibilities:
The incumbent's duties include prioritizing data security and privacy, enhancing real-time analytics capabilities, establishing a robust data governance framework, scaling cloud and hybrid solutions, and accelerating AI and machine learning integration. They will build a data-driven culture, adopt emerging technologies, and support internal and external analysts. Responsibilities also include maintaining the Agency’s data stores and tools for processing, analyzing, and learning from data. The Data Scientist will execute processes related to data engineering, support the maintenance of data lakes, contribute to the design and updates of data science approaches, and manage the Agency toolset for data analysis. They will also contribute to new modifications to data science and machine learning toolsets and metrics.

Required Qualifications:
The position requires a strong background in data engineering, including designing, building, operationalizing, securing, and monitoring distributed data infrastructures. Candidates should have experience in managing, optimizing, overseeing, and monitoring data retrieval, storage, and distribution. A solid understanding of data architecture, data models, relational and non-relational database design, and artificial intelligence is essential. The role demands at least four years of experience in data engineering and CIS systems design at a major CIS company, as well as experience in enterprise IT governance, ensuring compliance with organizational governance requirements.

Educational Background:
Candidates must possess a University Degree in computer science, engineering disciplines, statistics, or a similar numerate discipline, along with two years of function-related experience. Alternatively, candidates with Higher Secondary education and advanced vocational training leading to a professional qualification or accreditation, combined with four years of post-related experience, will also be considered. Job-specific qualifications and experience take precedence over standard education and training levels in case of ambiguity.

Experience:
The position requires at least four years of experience in data engineering and CIS systems design, as well as four years of experience in determining current and future CIS needs and monitoring the performance of CIS systems in a large organization. Desirable qualifications include 5-10 years of experience leading major ICT transformation programs at the senior executive management level, involving managing change in a dynamic technical organization.

Languages:
Fluency in English is mandatory, with a proficiency level of SLP 3333 in listening, speaking, reading, and writing. The work conducted in this position and within the headquarters is primarily in English, making strong communication skills essential.

Additional Notes:
The position is linked to a NATO 2030 agenda project and is limited to a three-year definite duration. Candidates must be nationals of a NATO member country and be between 21 and 60 years of age at the time of appointment. The role may require operational deployments in support of military operations and exercises, with potential assignments exceeding 30 days. Members of the staff may receive various allowances, including installation, expatriation, family, and education allowances. NATO International Civilians who are not Turkish nationals or permanent residents are granted privileges and tax exemptions under a bilateral agreement.
