Job Overview:
The Senior Admin/Finance Assistant plays a crucial role in providing dedicated administrative, travel, and financial support to the FRIT Protection Project. This position is essential for ensuring that project staff, affiliate workforce, partners, and external participants receive the necessary support for their missions, events, workshops, and meetings related to the Protection Project. The incumbent will work under the supervision of the Associate Finance Officer and will be responsible for liaising with various units and external service providers to ensure that travel arrangements, payments, and event-related expenditures are processed accurately and in a timely manner, adhering to UNHCR rules and donor requirements. The primary purpose of this assignment is to facilitate the effective and compliant implementation of the Protection Project by managing official travel for project staff and participants, preparing and processing Travel Authorizations, advances, and claims, and ensuring timely payments in the Cloud ERP system. Additionally, the role encompasses providing administrative and logistical support for project-related events, workshops, coordination meetings, and missions, maintaining accurate records and documentation related to travel and expenditures, and monitoring costs against approved budgets. All tasks must align with UNHCR administrative instructions, financial regulations, and donor requirements, ensuring that the project runs smoothly and efficiently.

Duties and Responsibilities:
The Senior Admin/Finance Assistant will be responsible for a comprehensive set of duties, including but not limited to: managing official travel arrangements for project staff and participants, which involves preparing and processing Travel Authorizations, advances, and claims; ensuring timely payments in the Cloud ERP system; advising on travel entitlements and procedures; providing administrative and logistical support for project-related events, workshops, and coordination meetings; processing participant entitlements; maintaining accurate records and documentation related to travel, missions, and event expenditures; monitoring costs against approved budgets; preparing routine administrative correspondence; liaising with internal units and external counterparts to resolve operational issues; and performing additional related tasks to support the smooth implementation of the Protection Project. The contractor's performance will be monitored through the timely delivery of assigned tasks, accuracy of documentation, compliance with UNHCR administrative and financial procedures, and responsiveness to operational needs.

Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) along with at least one year of relevant experience. The required competencies include accountability, communication, organizational awareness, teamwork and collaboration, commitment to continuous learning, client and result orientation, analytical thinking, technological awareness, and planning and organizing. Desirable qualifications include experience in travel administration finance or general administrative support, familiarity with processing travel entitlements, payments, and claims, and experience in supporting meetings, workshops, or project-related events. Knowledge of ERP systems is also considered an asset, as is experience with the United Nations or non-governmental organizations.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree in Finance, Business Management, International Relations, or a related field. This educational foundation is essential for understanding the financial and administrative processes involved in supporting the Protection Project effectively.

Experience:
The position requires candidates to have at least one year of relevant experience in administrative or financial support roles. Experience in travel administration, finance, or general administrative support is highly desirable. Familiarity with the operations of international organizations, particularly the United Nations or NGOs, will be considered an asset, as will experience with ERP systems.

Languages:
The mandatory language requirement for this position is proficiency in English, which is essential for communication within the UN system. Knowledge of the UN working language of the duty station, which is Turkish, is considered an asset. Therefore, while English is required, having proficiency in Turkish is desirable and can enhance the candidate's ability to perform effectively in the role.

  • The contract duration is subject to operational needs, satisfactory service, and availability of funds, with no expectation of renewal beyond its expiry date. The working hours are set at 40 hours per week, which may include mandatory night shifts and the possibility of work on weekends and official holidays. Leave entitlements include annual leave at the rate of two and a half working days per month and sick leave at the rate of two working days for each month of service. Medical coverage is provided through Cigna Health Insurance, which is also available optionally for eligible dependents. Remuneration will be based on the International Civil Services Commission (ICSC) salary scale.
