Job Overview:
The Fundraising and Regulatory Advisory Consultant position at WFP Türkiye is designed to provide strategic and technical guidance to enhance the organization's resource mobilization efforts within the Turkish context. The consultant will play a crucial role in assessing the existing fundraising landscape, identifying opportunities for engagement with private sector actors, philanthropies, and individual donors, and ensuring compliance with Turkish legal and regulatory frameworks. This role requires a deep understanding of the fundraising mechanisms available in Türkiye, as well as the ability to develop actionable strategies that align with WFP's broader Partnerships Strategy aimed at advancing progress towards Zero Hunger. The consultant will be expected to conduct comprehensive assessments, provide recommendations, and support the implementation of effective fundraising strategies that can significantly contribute to WFP Türkiye's mission of alleviating hunger and promoting food security.

Duties and Responsibilities:
The consultant will be responsible for a variety of key tasks, including but not limited to: conducting a comprehensive assessment of the Turkish legal and regulatory framework governing fundraising and charitable giving; summarizing legal requirements, restrictions, approvals, reporting obligations, and compliance considerations; preparing a regulatory options paper outlining feasible fundraising modalities for WFP Türkiye; completing a fundraising feasibility study and mapping potential fundraising mechanisms available within the Turkish context; conducting a benchmarking analysis of existing fundraising models utilized by comparable international organizations; developing a database and analysis of at least 30 prospective partners related to individual giving, private sector engagement, and other relevant channels; advising on implementation considerations, risks, stakeholder engagement requirements, and resource implications; developing engagement plans, fundraising propositions, concept notes, presentations, or briefing materials; providing training sessions and briefings to relevant WFP personnel; documenting lessons learned and providing recommendations for future fundraising initiatives; and delivering a final recommendations report and implementation roadmap endorsed by the Country Office.

Required Qualifications:
Candidates must possess an advanced university degree or a university degree with significant experience and advanced training in relevant fields such as political science, international development, or development economics. Additionally, candidates should have at least nine years of progressively responsible professional experience in resource mobilization, private sector engagement, stakeholder relations, business development, strategic communications, or related fields. Strong knowledge of the Turkish private sector environment, particularly in food-related areas, is essential, along with excellent communication, diplomatic, and negotiation skills. The ability to formulate and maintain strong relationships with stakeholders and collaborate effectively with partners is also required.

Educational Background:
The educational background required for this position includes an advanced university degree in political science, international development, development economics, or a related field. Alternatively, candidates with a university degree combined with extensive experience and advanced training in relevant disciplines will also be considered. Continuous professional development through training and courses in related areas is highly valued.

Experience:
Candidates should have a minimum of nine years of postgraduate experience in roles that involve resource mobilization, private sector engagement, stakeholder relations, business development, strategic communications, or partnership development. Experience working with UN agencies, international organizations, NGOs, or charitable foundations is highly desirable. Familiarity with resource mobilization frameworks applicable to international organizations operating in Türkiye is also beneficial, as is knowledge of corporate giving, philanthropy, and individual giving mechanisms.

Languages:
Fluency in both Turkish and English is mandatory, with excellent written and oral communication skills in both languages. Proficiency in additional languages may be considered an asset but is not required for this position.

Additional Notes:
This position is a consultancy role with a focus on providing strategic advisory services to WFP Türkiye. The consultant will be expected to work closely with the Head of Partnerships and other relevant personnel within the organization. The role may involve travel within Türkiye as needed to engage with stakeholders and partners. The consultant will be compensated according to WFP's terms and conditions, which include an attractive compensation package.
