Job Overview: The consultant will play a crucial role in the Better Regional Migration Management (BRMM) programme, which is funded by the Foreign, Commonwealth and Development Office (FCDO) of the UK Government. This programme aims to advance safe, orderly, and regular labor migration across the East and Horn of Africa (EHoA). The consultant's primary focus will be to enhance the availability and quality of migration information and services for vulnerable youth in Kenya, who often seek migration opportunities without access to reliable information. The consultancy will involve improving hotline systems, feedback loops, and coordinated referral pathways to ensure that young people can access safe and regular migration pathways. The consultant will work under the Labour Mobility Division at IOM Kenya, collaborating with various stakeholders, including the Ministry of Labour and Social Protection and the National Employment Authority (NEA).
Duties and Responsibilities: The consultant will be responsible for a range of tasks, including:
Developing Standard Operating Procedures (SOPs) and response channels for the feedback mechanism.
Organizing workshops to upgrade or refine distress forms and hotline forms to capture essential information such as case type, location, urgency, and referral needs.
Developing SOPs on feedback and case closure mechanisms.
Establishing regular coordination channels between hotline managers and referral partners to ensure timely responses.
Capacity building of officers at KLMRC, TVETs, etc., on labor migration policies, procedures, ethical recruitment, and rights-based counseling.
Development and dissemination of Information, Education, and Communication (IEC) materials. Performance indicators will include the submission of an inception report, a comprehensive mapping report, developed SOPs, and a final consultancy report summarizing findings and recommendations.
Required Qualifications: The position requires an advanced degree in migration, development, social sciences, or a related field. Candidates must have proven experience in migration programming, hotline systems, or case management/referral mechanisms. Demonstrated expertise in SOP development and capacity building is essential. A strong understanding of safeguarding, data protection, and ethical service delivery is required. Experience in Kenya or the East and Horn of Africa region is highly desirable. Candidates should possess strong management capabilities, excellent communication and negotiation skills, and proficiency in report writing and computer skills.
Educational Background: Candidates must hold an advanced degree in migration, development, social sciences, or a related field. This educational background is crucial for understanding the complexities of migration issues and the socio-economic factors affecting labor mobility in the region.
Experience: The consultant should have significant experience in migration programming, particularly in hotline systems or case management/referral mechanisms. Proven management capability and experience in establishing and maintaining strong working relationships with government counterparts, international organizations, and private sector entities are essential. The candidate should also have experience in capacity building and training, particularly in the context of labor migration policies and ethical recruitment.
Languages: Fluency in English and Swahili is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders and beneficiaries.
