Job Overview:
The E T Consultant for Digital Health Transformation will play a pivotal role in supporting the digital health transformation initiatives across various country operations. This position requires a deep understanding of digital health strategies, governance, interoperability, and the use of data to enhance health systems and service delivery. The consultant will be responsible for providing technical assistance to countries in designing, implementing, and scaling digital health solutions that align with national health priorities and Universal Health Coverage (UHC) objectives. The role involves advising governments and stakeholders on policy reforms, conducting analytical work to assess digital health landscapes, and contributing to knowledge products that capture lessons learned and support the scale-up of successful models. The consultant will also engage in capacity building and knowledge dissemination activities to strengthen the implementation of digital health initiatives.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:

• Leading technical assistance and lending operations to help countries design and implement digital health solutions.
• Advising on policy, legal, and governance reforms necessary for digital health transformation.
• Conducting analytical assessments of country digital health landscapes and existing information systems.
• Contributing to the development of knowledge products, case studies, and reports to support the scale-up of successful digital health models.
• Guiding the adoption of data standards and promoting interoperability among health information systems.
• Supporting the establishment of regulatory frameworks for responsible AI in health.
• Coordinating with World Bank teams and stakeholders to ensure timely delivery of analytical work and operational deliverables.
• Facilitating learning initiatives and workshops on digital health architecture and governance.

Required Qualifications:
Candidates must possess a Master’s degree in public health, health informatics, information systems, computer science, data engineering, or a related field. Additionally, they should have at least eight years of relevant experience in digital health, health information systems, or public-sector digital transformation. Operational expertise in areas such as enterprise architecture, health data governance, and analytics is essential. A proven track record in designing and implementing scalable digital health systems, particularly in low- and middle-income countries, is highly desirable. Strong analytical, problem-solving, and program management skills are also required, along with excellent communication abilities.

Educational Background:
A Master’s degree in a relevant field such as public health, health informatics, or information technology is mandatory for this position. Candidates with additional certifications or training in digital health or related areas will be viewed favorably. Continuous professional development in health systems strengthening and digital transformation is also advantageous.

Experience:
The ideal candidate should have a minimum of eight years of experience in digital health or health information systems, with a focus on public-sector digital transformation. Experience in international development contexts, particularly in Eastern and Southern Africa, is a significant advantage. The candidate should demonstrate operational expertise in multiple areas related to digital health and have a history of successfully implementing digital health initiatives.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the World Bank Group. Proficiency in a second language, particularly French, is considered an advantage and may enhance the candidate's ability to engage with diverse stakeholders across different regions.
