Job Overview:
The position of Data and Knowledge Management Expert involves the completion of a Product Registration System (PRS) inception and design framework. This role requires a comprehensive assessment of existing U4E PRS assets and source code, stakeholder and requirements analysis, and the development of system architecture, security" style="border-bottom: 1px dotted #007bff !important;">security specifications, and country-specific configuration requirements to guide implementation. The consultant will engage in stakeholder consultations, gather requirements, assess existing systems, and design functional and technical specifications necessary for the successful implementation of the PRS in ASEAN member states. The role is critical in ensuring that the PRS meets the needs of manufacturers, importers, and national authorities while promoting compliance with Minimum Energy Performance Standards (MEPS) and energy labelling for cooling products.

Duties and Responsibilities:
The consultant will undertake several key activities:

• Existing System Assessment: Review and assess the existing U4E PRS, conduct source-code and architecture review, identify reusable modules and components, and document gaps, risks, and improvement opportunities.
• Stakeholder and Requirements Analysis: Consult with UNEP, National Ozone Units, and partner institutions to document operational workflows and institutional procedures, define user roles and access controls, and analyze country-specific functional and technical requirements.
• Functional and Technical Design: Develop the system architecture, define the database model and application modules, establish security requirements aligned with OWASP ASVS Level 2 standards, and specify system integration requirements.
• Country Configuration Specifications: Define and configure country-specific requirements for the platform, including MEPS thresholds, energy labelling schemes, and regulatory workflows.
• Implementation Planning: Develop deployment strategy, prepare testing framework, develop training strategy, produce implementation roadmap, and define acceptance-testing procedures.
• U4E PRS Prototype Assessment: Provide operational support for U4E PRS prototype systems, including bug identification and remediation, corrective maintenance, and uptime monitoring.

Required Qualifications:
The position requires a university degree in computer science, software engineering, information technology, or a related field. Candidates must have a minimum of 5 years of experience in full-stack web application development and demonstrated experience in delivering database-driven registration or licensing systems, preferably for government or public-sector clients. Proficiency in a mainstream web development framework is essential, with experience in Node.js considered an asset. Candidates should also have experience applying secure coding practices and familiarity with OWASP standards, as well as competence in user experience (UX) and user interface (UI) design for public-facing and administrative interfaces. Familiarity with energy-efficiency MEPS and labelling schemes is desirable.

Educational Background:
Candidates must possess a university degree in a relevant field such as computer science, software engineering, or information technology. This educational background is essential to ensure that the candidate has the necessary technical knowledge and skills to perform the duties associated with the position effectively.

Experience:
The position requires a minimum of 5 years of experience in full-stack web application development. Candidates should have a proven track record of delivering database-driven registration, licensing, or similar transactional systems, ideally for government or public-sector clients.
