Job Overview:
The Programme Management Officer will play a crucial role in the Innovation & Analytics Hub, contributing to the development, implementation, and evaluation of various programs and projects aimed at enhancing the OHCHR's capabilities in data and analytics, human rights statistics, and innovative technology. This position requires a proactive approach to identifying issues and proposing solutions, as well as the ability to collaborate effectively with various stakeholders. The officer will be responsible for conducting research, analyzing data, and preparing written outputs that support the organization's objectives. Additionally, the role involves facilitating workshops, conducting training sessions, and participating in field missions to promote the OHCHR's initiatives and enhance its visibility.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including:
  • Participating in the development, implementation, and evaluation of assigned programs/projects, monitoring progress, and proposing corrective actions as necessary.
  • Conducting consulting assignments, facilitating workshops, and assisting in change management efforts.
  • Researching and analyzing information from diverse sources to support policy development and program evaluation.
  • Designing data collection tools and analyzing survey responses to identify trends and prepare conclusions.
  • Preparing various written outputs, including background papers, reports, and publications.
  • Providing substantive support to meetings and conferences, including document preparation and participant identification.
  • Conducting outreach activities and training workshops to promote the OHCHR's initiatives.
  • Coordinating budget-related activities and preparing financial documents and reports.
  • Analyzing data to identify trends and provide insights for decision-making and reporting. 1
  • Performing other duties as required to support the Hub's objectives.

Required Qualifications:
Candidates must possess a strong understanding of project and program management principles, with the ability to analyze and resolve complex issues. Professionalism, planning and organizing skills, and client orientation are essential competencies for this role. The officer should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work. The ability to conduct independent research and analysis, as well as proficiency in data collection methods, is also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Candidates should have experience in the end-to-end development and delivery of data, digital transformation, or innovation programs, including business analysis and stakeholder engagement. Experience in partnership development, donor relations, and resource mobilization is also essential. Desirable experience includes planning and delivering multi-stakeholder outreach activities and developing executive-level communications that translate complex initiatives into clear narratives.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset.
