Job Overview:
The Women’s Economic Empowerment (WEE) Manager for the Regional Livestock Programme (RLP) will play a crucial role in leading a gender-transformative program aimed at empowering women economically in the drylands of Somalia, Ethiopia, and Kenya. This position requires a deep understanding of the local context, technical expertise, and strong relationship-building skills. The WEE Manager will be responsible for designing, implementing, and overseeing the program’s Gender Equality and Social Inclusion (GESI) strategy within a Market Systems Development (MSD) framework. The goal is to ensure that women, youth, and marginalized groups benefit equitably from market opportunities. The role involves providing technical leadership to integrate gender-transformative and socially inclusive approaches across all program components, enhancing the quality and effectiveness of WEE interventions, and ensuring that strategies are informed by robust analyses of market systems, gender, and social inclusion. The WEE Manager will also drive evidence generation to support adaptive management and decision-making, oversee the development of gender-responsive Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, and contribute to knowledge sharing and impact measurement.

Duties and Responsibilities:
The WEE Manager will set strategic direction and provide leadership for the program’s WEE agenda across target livestock trade corridors, ensuring that women and youth are recognized and engaged as key economic actors. Responsibilities include leading the implementation of the GESI strategy, providing technical oversight to address systemic gender constraints, and enhancing women’s participation and economic benefits within livestock market systems. The role also involves engaging key stakeholders, supporting multi-stakeholder partnerships, and promoting collaborative actions that expand sustainable economic opportunities for women. The WEE Manager will lead the development of the GESI/WEE learning agenda, refine learning priorities, conduct qualitative and quantitative analyses, and oversee the development of communication products that highlight WEE achievements. Additionally, the manager will ensure the integration of GESI principles throughout design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, provide technical oversight for field monitoring, and contribute to high-quality donor reporting.

Required Qualifications:
Candidates must possess a Master’s degree in Gender Studies, Social Sciences, Development Studies, Economics, Rural Development, Agricultural Economics, or a related field. A minimum of 10 years of relevant professional experience is required, including at least 5 years in a senior GESI/Women’s Economic Empowerment leadership role. Experience in Market Systems Development, livestock value chains, and private sector development is highly preferred. Proven experience in leading the design and implementation of GESI and WEE strategies within large development programs is essential, along with strong analytical skills and the ability to work with diverse stakeholders. Excellent facilitation, communication, and networking skills are also required, as well as the ability to influence diverse audiences and foster collaboration across sectors.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Gender Studies, Social Sciences, Development Studies, Economics, Rural Development, Agricultural Economics, or a related discipline. This advanced education is crucial for understanding the complexities of gender dynamics and economic empowerment in the context of livestock market systems.

Experience:
Candidates should have a minimum of 10 years of relevant professional experience, with at least 5 years in a senior leadership role focused on GESI and Women’s Economic Empowerment. Experience in Market Systems Development, livestock value chains, and private sector development is highly preferred. Demonstrated ability to build capacity and commitment among program teams and stakeholders to apply gender-transformative approaches is essential. Experience in implementing women’s economic empowerment and livelihoods programs, particularly in pastoralist and agro-pastoralist contexts, is also highly desirable.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Knowledge of local languages spoken in the regions of operation (Kenya, Ethiopia, Somalia) would be considered an asset, as it can enhance communication and relationship-building with local stakeholders and communities.

Additional Notes:
This position is based in one of several locations including Nairobi, Addis Ababa, Jijiga, Mogadishu, Hargeisa, or Kismayo, and requires a minimum of 30% travel to support implementation teams and stakeholder engagement. The role involves travel to potentially insecure locations with limited amenities. The position does not include expatriate benefits or work authorization.
