Job Overview: The UN Partnerships Officer plays a crucial role in supporting the UN Resident Coordinator and the UN Country Team (UNCT) in establishing and managing strategic partnerships aimed at achieving the Sustainable Development Goals (SDGs). This position involves providing substantive support for strategic planning and coordination of partnerships with various stakeholders, including civil society, the private sector, and other non-traditional partners. The officer will assist in the development and implementation of the UN Partnership Strategy, ensuring alignment with the UN Multi-Country Sustainable Development Cooperation Framework and country implementation plans. The role requires effective liaison and coordination with UN entities at various levels, as well as building strong relationships with critical development partners. The Partnerships Officer will also contribute to resource mobilization initiatives and support the management of pooled funds for the UN Sustainable Development Cooperation Framework, ensuring that partnerships are effectively leveraged to drive financing for development and accelerate the achievement of the SDGs.
Duties and Responsibilities: The Partnerships Officer will be responsible for a wide range of duties, including:
Providing substantive support for strategic planning and coordination of UNCT partnerships with civil society and the private sector for SDG achievement.
Advising on the development and implementation of the UN Partnership Strategy, supporting the UNCT Programme Management Team in monitoring and assessing the strategy's effectiveness.
Conducting liaison and coordination with UN entities to define a value proposition for local partnerships and engaging a diverse range of stakeholders.
Serving as a key entry point for external stakeholders seeking guidance on partnering with the UNCT.
Identifying risks and opportunities related to partnerships and suggesting mitigation measures.
Supporting the development of locally tailored partnerships and resource mobilization strategies.
Monitoring and analyzing existing resource mobilization partnerships and relationships.
Advising on corporate policies related to resource management and assisting in the establishment of pooled funds.
Collecting and analyzing data to identify trends and provide insights for decision-making and reporting.
Required Qualifications: Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in the context of development cooperation. Experience in developing strategic partnerships with stakeholders such as the United Nations, government, private sector, and civil society organizations is required. Additionally, candidates should have experience in designing and implementing partnerships, as well as developing resource mobilization strategies. Experience in UN interagency coordination and promoting knowledge management in development cooperation is desirable. Candidates should also have experience in supporting financing for SDGs and preparing project/programme proposals.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, international relations, sustainable development, social sciences, economics, or related fields is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.
Experience: The position requires a minimum of five years of relevant experience in strategic support to partnerships, project/programme management, and resource mobilization. Candidates should have a proven track record in developing strategic partnerships and experience in designing and implementing partnerships. Experience in UN interagency coordination and knowledge management in the context of development cooperation is desirable, as is experience in supporting financing for the SDGs.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a good to have language, but proficiency in English is essential for effective communication within the UN Secretariat.
Additional Notes: This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Jamaica only, and candidates residing outside Jamaica may be considered if no suitable local candidates are identified.
