Job Overview:
The E T Consultant position at the World Bank involves providing strategic and operational leadership for the education portfolio in the Philippines. The consultant will be responsible for overseeing the implementation of various education projects, ensuring compliance with World Bank requirements, and maintaining strong relationships with key government counterparts such as the Department of Education (DepEd). The role requires a deep understanding of the Philippine education sector and the ability to navigate complex institutional frameworks. The consultant will also contribute to analytical and advisory work, generating evidence-based policy recommendations to improve educational outcomes and strengthen institutional effectiveness. This position is crucial for advancing the World Bank's education strategy in the East Asia and Pacific region, particularly in addressing the challenges faced by the education system in the Philippines.

Duties and Responsibilities:
The Extended Term Consultant will report to the Practice Manager for Education in East Asia and Pacific and will be responsible for the following duties:
  • Provide strategic and operational leadership for the Philippines education portfolio, ensuring a comprehensive understanding of the work program, operations, and key counterparts.
  • Oversee portfolio performance, implementation progress, and compliance with World Bank corporate requirements.
  • Lead technical assistance and institutional capacity building for government counterparts, particularly DepEd, addressing operational constraints and providing just-in-time support.
  • Strengthen portfolio-level implementation and results management by identifying operational issues and facilitating solutions across projects and institutions.
  • Build and maintain strategic partnerships with government institutions, development partners, and civil society organizations to advance education and skills development.
  • Contribute to analytical and advisory work by generating and disseminating evidence, preparing high-quality analytical products, and supporting strategic dialogue with senior government counterparts.
  • Manage multiple priorities effectively in a high-pressure environment, ensuring high-quality work and adherence to deadlines.

Required Qualifications:
Candidates must possess a Master’s degree in education, economics, public policy, business administration, or a related field. They should have at least 8 years of professional experience in the education sector, including experience in the preparation or implementation of education and skills projects. A deep knowledge of the Philippine education sector is essential, and experience working with DepEd or TESDA is advantageous. Candidates should demonstrate a proven track record of conducting policy dialogue and negotiations with government counterparts and development partners, as well as the ability to maintain productive client relationships amid competing priorities. Strong analytical skills and experience in evaluating education and skills projects are required, along with the ability to think strategically and synthesize information from diverse sources.

Educational Background:
A Master’s degree in a relevant field such as education, economics, public policy, or business administration is required for this position. This educational background provides the necessary theoretical foundation and analytical skills needed to address complex issues in the education sector and to engage effectively with government and development partners.

Experience:
Candidates should have a minimum of 8 years of professional experience in the education sector, with a focus on project preparation and implementation. Experience working directly with the Government of the Philippines, particularly in institutional strengthening and capacity-building initiatives, is essential. A proven track record of at least 5 years in conducting policy dialogue and negotiations with government counterparts and development partners is also required.

Languages:
Fluency in English is mandatory, and proficiency in Filipino is preferred. Candidates should possess excellent oral and written communication skills in both languages, enabling them to prepare clear, high-quality documents and present complex ideas effectively.
