This position is based in Caracas and is responsible for the effective management, coordination, and oversight of DRC's consortium portfolio in the country. The officer will ensure that consortium-funded projects are implemented in a timely and accountable manner, adhering to donor requirements and DRC policies. The role involves facilitating collaboration among consortium members, overseeing planning and reporting processes, and monitoring both programmatic and financial performance. Duties and Responsibilities: The duties and responsibilities of the Consortium Partnership Officer include:
**Consortium Governance and Coordination**: Establish and maintain effective governance structures for the consortium, including steering committees and technical working groups. Coordinate meetings, prepare agendas, and ensure timely implementation of actions. Maintain a consolidated calendar for consortium activities and facilitate communication among members.
**Programme Cycle Management and Quality Assurance**: Oversee project cycle management processes, ensuring alignment with DRC policies and donor requirements. Develop and revise implementation plans, workplans, and monitoring plans. Monitor progress against objectives and maintain a performance tracker.
**Consortium Agreements and Donor Compliance**: Act as the focal point for compliance matters, ensuring understanding of obligations among consortium members. Coordinate the preparation and review of agreements and maintain updated documentation.
**Financial Monitoring and Performance Oversight**: Collaborate with finance teams to monitor project expenditure and budget performance. Coordinate financial review meetings and support the development of corrective measures when necessary.
**Reporting, Proposal Development and Business Development**: Coordinate the preparation of donor reports and proposals, ensuring high quality and compliance with donor requirements.
**Partner Engagement and Capacity Strengthening**: Promote equitable relationships among consortium members and support capacity-building initiatives.
**Internal Coordination and Staff Support**: Participate in relevant meetings and provide guidance on consortium management.
**Organizational Responsibilities**: Uphold DRC's values and principles in all interactions and tasks assigned by the Head of Programme.
Required Qualifications: The required qualifications for the Consortium Partnership Officer position include:

At least 3 years of experience in partnership management, preferably within an international NGO or donor-funded organization.
