Job Overview:
The Programme Management Officer position plays a crucial role in supporting the implementation of the Systematic Observations Financing Facility (SOFF) programme. The incumbent will have significant responsibilities for programme delivery, coordination, and fiduciary oversight. This role involves leading the implementation of SOFF-funded activities at the country level, collaborating closely with implementing partners and National Hydro-Meteorological Services (NHMSs) to ensure effective project execution, compliance with established requirements, and the achievement of programme objectives aimed at enhancing climate resilience and early warning systems. The position is situated within the UNEP Climate Change Division, specifically in the Adaptation and Resilience Branch, Early Warning Section, at the Bangkok duty station. The incumbent will work under the direct supervision of the Chief of Section, contributing to the overall mission of UNEP in addressing climate change and environmental challenges.

Duties and Responsibilities:
The incumbent will be responsible for monitoring country progress towards meeting the WMO Global Basic Observing Network (GBON) standards, identifying problems and issues in project implementation, and recommending solutions. They will participate on behalf of UNEP in Project Steering Committees and evaluations, coordinate budget funding activities, conduct risk management in project implementation, lead procurement and recruitment processes, and prepare written outputs such as progress reports and communications materials. The role also includes delivering presentations on climate information services, organizing outreach activities, providing guidance for consultative meetings, conducting monitoring missions, and collecting and analyzing data to identify trends for data-driven decision-making. The incumbent will perform other duties as assigned by the supervisor, ensuring that all activities align with UNEP's objectives and standards.

Required Qualifications:
Candidates must possess a strong understanding of programme management principles and environmental governance. They should demonstrate the ability to apply judgment in assignments, manage conflicting priorities, and show professional competence and mastery of subject matter. Educational Background:
An advanced university degree (Master's degree or equivalent) in environmental sciences or a related field is required. Alternatively, a first university degree combined with two years of professional and academic qualifications may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, reflecting the increasing importance of data-driven approaches in environmental management.

Experience:
A minimum of five years of progressively responsible experience in project/programme management related to environment and/or climate change is required. Additionally, candidates should have at least two years of experience in managing and overseeing environmental projects funded by global funds. Experience in supporting environmental and climate information management at the country level, particularly with Small Island Developing States (SIDS) and Least Developed Countries (LDCs), is desirable. Furthermore, at least one year of experience in data analytics or a related area is also desirable, although this requirement may be waived for candidates who have successfully completed the Young Professionals Programme (YPP) or hold a related degree.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and while it is not mandatory for this position, proficiency in French may be considered an asset. Candidates should refer to the UN Language Framework for detailed language proficiency requirements.

The appointment for this position is limited to the United Nations Environment Programme and is for an initial period of one year, subject to extension based on the continued existence of the mandate and availability of funding. External candidates selected for this position will be granted a fixed-term appointment limited (FTAlimited) in accordance with administrative instructions. Renewal of the appointment is contingent upon the continued existence of the mandate and availability of funding.
