Job Overview:
The CVA Coordinator position is a critical role within DRC Venezuela, responsible for providing country-level technical leadership for the cash and voucher assistance (CVA) portfolio. This role is essential for establishing and enhancing DRC's CVA capacity, assessing the operational environment and market conditions, defining safe and feasible delivery modalities, guiding design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, and ensuring that all CVA programming adheres to DRC's procedures and donor requirements. The CVA Coordinator will serve as the senior focal point for CVA within DRC Venezuela, providing strategic and technical advice to the Senior Management Team (SMT) and overseeing the technical quality of CVA interventions. The position requires a comprehensive understanding of the humanitarian context in Venezuela and the ability to work collaboratively across various program and support functions to ensure that CVA programming is needs-based, market-informed, protection-sensitive, and accountable. The CVA Coordinator will also represent DRC in relevant inter-agency coordination mechanisms and technical working groups, ensuring that DRC's interests and expertise are effectively communicated and integrated into broader humanitarian efforts.

Duties and Responsibilities:

• Provide country-level CVA technical leadership, preparedness, and strategic management by conducting a rapid review of existing CVA experiences, capacities, projects, systems, risks, partnerships, and operational gaps. Develop a practical country CVA roadmap that outlines strategic priorities, minimum preparedness actions, roles and responsibilities, implementation arrangements, and resourcing needs. Establish or contextualize country-level CVA standard operating procedures, decision-making workflows, tools, and templates in line with DRC’s CVA guidance and internal controls. Maintain an up-to-date CVA risk register and propose mitigation measures for various risks. Provide regular strategic and technical advice to the SMT on CVA feasibility, portfolio priorities, delivery modalities, operational risks, compliance, resourcing, and key decisions. Act as the technical authority for CVA, setting minimum standards and reviewing program strategies, designs, budgets, tools, and adaptations before approval. Maintain oversight of the CVA portfolio and provide timely analysis to the SMT on performance, technical quality, emerging risks, and strategic opportunities.
• Lead or support rapid market assessments and market monitoring to determine market functionality, accessibility, supply capacity, price dynamics, and inflationary effects. Integrate CVA considerations into multisectoral needs assessments and lead response options analysis to determine the most appropriate assistance modalities. Map and assess financial service providers and other delivery channels, ensuring they meet compliance requirements and can effectively reach at-risk groups. Document assessment findings and provide actionable recommendations for program design and management decisions.
• Design or refine high-quality CVA interventions in collaboration with technical coordinators and field teams. Oversee the full operational cycle for direct DRC implementation, including targeting, registration, data management, payment preparation, distribution controls, and post-distribution monitoring. Develop implementation-ready tools and provide hands-on support to establish contractual arrangements with financial service providers. Conduct testing of workflows and tools, address gaps, and provide ongoing technical support during implementation.
• Ensure that protection mainstreaming, conflict sensitivity, and inclusion are embedded throughout the CVA program cycle. Work with MEAL and Protection teams to establish appropriate indicators and monitoring plans. Promote meaningful participation of affected people in program design and adaptation. Review monitoring data and adjust program quality as needed.
• Represent DRC in inter-agency coordination mechanisms and contribute to the development of inter-agency tools and standards. Maintain constructive engagement with donors, UN agencies, NGOs, and other stakeholders relevant to CVA.
• Assess staff and partner capacity needs and deliver targeted training and support on CVA and market-based programming. Document good practices and prepare a clear handover plan at the end of the assignment.

Required Qualifications:
Candidates must possess a minimum of 5 years of progressively responsible experience in the design, implementation, and monitoring of humanitarian cash and voucher assistance (CVA) and market-based programming. They should have demonstrated experience in establishing or strengthening country-level CVA systems, standard operating procedures, and cross-functional business processes. Strong experience in conducting market assessments, response options analysis, and financial service provider assessments is essential. Candidates should also have hands-on experience with direct implementation of cash assistance, including payment delivery and post-distribution monitoring. Experience in representing an organization in inter-agency coordination mechanisms is required, along with a strong understanding of protection risks, accountability to affected populations, and safeguarding in CVA. Additionally, candidates should have experience developing practical technical guidance and delivering training to program teams.

Educational Background:
A university degree in economics, social sciences, international development, humanitarian action, business administration, or a related field is required. Relevant technical training or certification in CVA, market analysis, or humanitarian program management is considered an asset.

Experience:
Candidates should have a minimum of 5 years of relevant experience in humanitarian CVA and market-based programming, with a strong background in emergency response and fragile contexts. Experience in Latin America is strongly desirable, as is the ability to deliver under short timelines and manage multiple stakeholders effectively.

Languages:
Professional fluency in written and spoken Spanish is mandatory, while professional working proficiency in English is also required. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
The position is subject to budget availability, and the contract duration will be determined accordingly. The salary will be based on Band G terms of employment for national or expatriate staff, as applicable. The organization fully covers HCM insurance for employees.
