The role involves providing technical advice, quality assurance, and international perspectives on trade facilitation measures relevant to emergency situations. The consultant will also customize an e-learning module and develop technical assistance products to support Member States in enhancing their preparedness and response mechanisms for emergencies.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Providing technical advice and quality assurance to the national consultant developing the ASYREC user guide and e-learning module.
Analyzing international best practices related to the importation and distribution of relief consignments during emergencies.
Customizing the ASYREC e-learning module to ensure it is applicable to various crises, including natural disasters and public health emergencies.
Developing a technical assistance product that includes methodologies and guidance materials for trade facilitation in emergencies.
Offering technical guidance for organizing a regional awareness seminar on ASYREC for Pacific Island countries, including program development and delivery of technical sessions.
Required Qualifications: Candidates must possess an advanced university degree (Master's) in economics, law, or development, with a specialization in international trade, customs, or transport. A minimum of 7 years of relevant work experience in trade facilitation is required, along with experience in international trade and customs, particularly in developing countries. Familiarity with UNCTAD Reform Tracker or similar monitoring tools for National Trade Facilitation Committees is essential. Experience working in Asian countries is considered an advantage.
Educational Background: The educational requirement for this position is an advanced university degree, specifically a Master's degree, in fields such as economics, law, or development. The degree should ideally have a specialization in international trade, customs, or transport, which is crucial for understanding the complexities of trade facilitation and emergency logistics.
