Job Overview: The Administrative and Finance Officer will play a crucial role in overseeing the administrative and financial aspects of specific projects under the ILO's PROSPECTS and DAR programmes. These programmes are designed to support displaced and returning populations in Syria and neighboring countries by enhancing labor market governance, expanding access to relevant skills, and fostering inclusive economic recovery. The officer will ensure sound financial management, monitor expenditures, oversee procurement and logistics processes, and support financial forecasting and budget revisions in compliance with ILO rules and donor requirements. This position requires a proactive approach to managing project resources and ensuring that all financial and administrative processes are executed efficiently and transparently. The officer will work closely with project staff and provide guidance on budget management and expenditure requests, ensuring that the projects meet their delivery targets and adhere to the established financial guidelines.
Duties and Responsibilities: The Administrative and Finance Officer will be responsible for a wide range of duties including: monitoring project progress by reviewing and analyzing work-plans and reports; providing regular financial delivery reports to support decision-making; assisting project staff in budget management; preparing budget estimates and forecasts; coordinating procurement activities and ensuring compliance with ILO rules; overseeing administrative and logistical support services; maintaining the integrity of financial processes; drafting official correspondence and reports; participating in conferences and training sessions; undertaking missions to project sites; supporting internal audits and donor verification missions; and supervising the work of Administrative and Finance Assistants. The officer will also be expected to keep abreast of changes in financial standards and best practices, sharing knowledge with project staff and providing technical advice as needed.
Required Qualifications: Candidates must possess a first-level university degree in Business Administration, Procurement, Finance, or a closely related field. An advanced university degree is considered an advantage. Additionally, candidates should have at least one year of professional work experience at the national level in project management, administration, procurement, finance, or accounting roles. Experience with the United Nations Common System or an international organization, particularly in managing the administration and finance of large programs, is highly desirable. Familiarity with Oracle-based ERP systems and e-procurement platforms is also advantageous.
Educational Background: The position requires a first-level university degree in a relevant field such as Business Administration, Procurement, Finance, or a closely related area. An advanced degree in these fields would be beneficial and may enhance a candidate's application.
Experience: Candidates should have a minimum of one year of professional experience in project management, administrative roles, procurement, finance, or accounting. Experience in a similar role within the United Nations system or an international organization is preferred, particularly if it involves managing the administrative and financial aspects of large programs. Familiarity with Oracle-based ERP systems and e-procurement platforms is a plus, as it indicates a candidate's ability to navigate complex financial systems effectively.

Additional Notes: The position is a fixed-term contract for 12 months, subject to the availability of funding. The entry-level salary for this position is USD 31,144 per year.
