Job Overview:
The Programme Policy Officer will play a critical role in the implementation of the Climate-Resilient and Inclusive Food Systems Programme in Kenya, which aims to enhance security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and resilience in the Arid and Semi-Arid Lands (ASALs). This position requires a strong focus on environmental and social safeguards, ensuring that all programme activities are compliant with WFP's Environmental and Social Safeguards procedures, as well as international standards such as the IFC Performance Standards and World Bank Group EHS Guidelines. The officer will be responsible for leading the development, implementation, and monitoring of safeguards instruments, ensuring that environmental and social risks are effectively managed throughout the programme's lifecycle. The role demands a proactive approach to integrating environmental sustainability and social inclusion into all aspects of programme implementation, thereby contributing to the overall success of WFP's mission in Kenya.

Duties and Responsibilities:
The Programme Officer will undertake a variety of responsibilities, including but not limited to: conducting environmental and social screening of programme activities, leading the preparation of environmental and social safeguards instruments such as Environmental and Social Management Plans (ESMPs) and Stakeholder Engagement Plans (SEPs), and ensuring compliance with applicable standards. The officer will also supervise field-level ESS focal points, deliver training sessions on E&S risk management, and conduct regular field monitoring visits to assess compliance. Additionally, the officer will engage with stakeholders, including government authorities and local communities, to ensure meaningful participation and address grievances effectively. The role requires strong coordination and liaison with Development Finance Institutions (DFIs) and other partners to ensure alignment with E&S due diligence processes.

Required Qualifications:
Candidates must possess an advanced university degree in environmental science, environmental management, natural resource management, anthropology, social sciences, development studies, public policy, or a closely related field. A first-level degree with additional relevant experience may also be considered. Essential experience includes a minimum of 5 years in environmental and social safeguards, with a demonstrated application of IFC Performance Standards and/or the World Bank Environmental and Social Framework. Candidates should have experience in preparing E&S safeguards instruments, engaging with DFIs, and managing field-based teams. Registration as an EIA Lead/Associate Expert with Kenya's National Environment Management Authority (NEMA) is an added advantage.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as environmental science, environmental management, or social sciences. Candidates with a first-level degree and significant relevant experience will also be considered. This educational foundation is essential for understanding the complexities of environmental and social safeguards and their application in the context of humanitarian and development work.

Experience:
The position requires a minimum of 5 years of progressively responsible professional experience in environmental and social safeguards. Candidates should have a proven track record of applying IFC Performance Standards and the World Bank Environmental and Social Framework in various contexts, including infrastructure, agriculture, and natural resource management. Experience in leading the preparation of E&S safeguards instruments and engaging with Development Finance Institutions is crucial. Additionally, candidates should have experience in managing and mentoring field-based teams, demonstrating strong leadership capabilities.

Languages:
Fluency in English is required for this position, with a proficiency level of C. This is essential for effective communication and reporting within the organization and with external stakeholders. Knowledge of additional languages may be considered an asset, particularly in the context of engaging with local communities and stakeholders in Kenya.

This position is based in Nairobi, Kenya, with regular travel to various programme locations across the 14 targeted ASAL counties.
