Job Overview:
The Programme Specialist will lead UNICEF Ecuador’s programme pillar on Climate Change, WASH (Water, Sanitation, and Hygiene), and Emergency Preparedness. This role is crucial in driving climate-resilient, risk-informed, and sustainable solutions for children. The Specialist will provide strategic and technical leadership to strengthen national and subnational systems, advance climate-responsive policies and services, and enhance preparedness and resilience to humanitarian and climate-related risks. The position requires collaboration with government entities, international financial institutions, the private sector, civil society, and other partners to ensure that children's needs and rights are prioritized in climate action, disaster risk reduction, and sustainable WASH services.

Duties and Responsibilities:
Key functions include: Knowledge Management for Programmes, Programme Development and Management, Optimum Use of Programme Funds, Programme Monitoring and Evaluations, Rights-Based and Results-Based Programme Management Approach, National and Local Capacity Building/Sustainability, Rights Perspective and Advocacy at various levels, Partnership, Coordination and Collaboration, and Leadership and Team Management. The Specialist will be responsible for developing and managing programmes that align with UNICEF's mission and objectives, ensuring effective use of resources, and fostering partnerships that enhance the impact of UNICEF's work in Ecuador.

Required Qualifications:
Candidates must possess a completed Advanced University Degree (Master or equivalent) in relevant fields such as Environmental, Chemical or Civil Engineering, Social or Economic Sciences, Public Policy, or Community Development. A minimum of 5 years of relevant work experience in areas such as WASH, Climate Change, Disaster Risk Reduction, social policy, or financial management is required. Skills in child rights-based and results-based approaches, knowledge of human rights, gender equality, climate resilience, data collection and analysis, and demonstrated team management abilities are essential.

Educational Background:
An Advanced University Degree (Master or equivalent) in Environmental, Chemical or Civil Engineering, Social or Economic Sciences, Public Policy, or Community Development is required for this position. This educational background ensures that the candidate has the necessary technical knowledge and skills to address the complex challenges related to climate change and WASH services.

Experience:
Candidates should have a minimum of 5 years of relevant work experience in fields such as WASH, Climate Change, Disaster Risk Reduction, social policy, or financial management. Experience working in developing countries and familiarity with emergency contexts are highly recommended. Relevant experience in UN system agencies or organizations is considered an asset, particularly in development and humanitarian settings.

Languages:
Fluency in Spanish and English is required for this position. Knowledge of another official UN language (Arabic, Chinese, French, or Russian) is desirable. This multilingual capability is essential for effective communication and collaboration in a diverse working environment.
