Job Overview:
The Programme Policy Officer (Identity Management) plays a crucial role in overseeing the implementation of cash and voucher-based assistance programs within the World Food Programme. This position is vital for ensuring that all activities align with WFP policies and procedures. The officer will collaborate with internal teams and external partners to research, design, and refine program strategies. Responsibilities include supervising daily operations, supporting WFP staff, monitoring program outcomes, contributing to reporting requirements, and identifying lessons learned to enhance future interventions. The overarching goal is to deliver effective digital cash assistance to vulnerable populations while maintaining high standards of compliance, coordination, and continuous improvement. The officer will also engage in various programs aimed at assisting the most vulnerable populations in Somalia, focusing on food security, safety nets, and nutrition.

Duties and Responsibilities:
The key accountabilities for this position include collaborating with various stakeholders to research, design, and implement cash and voucher-based programs, ensuring compliance with WFP policies and procedures. The officer will supervise day-to-day management and implementation of the program, addressing operational issues, raising awareness on program objectives, and coordinating with ongoing programs. This includes providing training and support to WFP staff on best practices. The officer will also ensure field-level monitoring of implementation, complete internal and external reporting obligations, and identify lessons learned for future interventions. Additionally, the officer will coordinate with monitoring and evaluation activities, participate in food security clusters, and perform other duties as requested by the Area Office Management.

Required Qualifications:
Candidates must possess a university degree in economics, information technology, statistics, business administration, international development, accounting, data management, or a related field. A first university degree with additional years of related work experience and/or training is also acceptable. Fluency in English (Level C) and Somali is mandatory, with strong communication skills in both languages being essential for effective interaction with stakeholders and beneficiaries.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as economics, information technology, statistics, business administration, international development, accounting, or data management. Candidates with a first university degree and additional years of related work experience or training will also be considered. This educational foundation is critical for understanding the complexities of program implementation and management in a humanitarian context.

Experience:
Candidates should have at least three years of progressively responsible postgraduate experience in development, project management, or food/non-food assistance management. Professional experience in monitoring, evaluation, capacity building, and reporting of development or humanitarian projects is advantageous. A proven track record of program implementation in a humanitarian environment, particularly with cash and/or voucher-based programming in emergency or post-emergency settings, is essential. Additionally, candidates should have at least two years of professional experience managing projects related to humanitarian assistance, data analysis, research, and program implementation.

Languages:
Fluency in English (Level C) is mandatory, along with fluency in Somali. Strong communication skills in both languages are essential for effective engagement with various stakeholders and beneficiaries. Knowledge of additional languages may be considered an asset but is not mandatory for this position.
