Job Overview:
The SOC Clerk position is integral to the operations of the United Nations security" style="border-bottom: 1px dotted #007bff !important;">Security and Safety Department in Côte d'Ivoire. The primary responsibility of the SOC Clerk is to manage the radio station and all associated communication equipment, ensuring secure and efficient communication for UN personnel. This role involves maintaining daily contact with other UN offices and radio stations, managing incoming and outgoing communications, and ensuring the availability and functionality of communication equipment. The SOC Clerk will work closely with the Field Security Assistant and other UN agencies to facilitate the safety and security of UN staff and operations. The position requires a proactive approach to communication and security management, as well as the ability to respond effectively to emergencies and security incidents.

Duties and Responsibilities:
  • Provide communication support to UN agencies by managing the telecommunications room and dispatching security information as requested by the advisor" style="border-bottom: 1px dotted #007bff !important;">Security Advisor. Maintain daily contact with other offices and radio stations, conducting radio checks at least twice daily. Serve as a communication relay between vehicles and users in areas with limited connectivity. Track official missions in the field, updating every hour for vehicles and every 30 minutes for missions in specific areas. Handle incoming and outgoing calls with discretion and professionalism. Send and receive messages using communication equipment strictly within service protocols.
  • Support the security management of UN personnel by contacting security forces, firefighters, and civil protection services to assist UN staff in distress or emergencies. Report any security information or situations that may impact personnel safety to the Field Security Assistant. Notify the FSA/Security Advisor of any security assistance requests from UN staff and implement received recommendations. Provide training and briefings to UN personnel on radio communication and secure access to the communication room.
  • Maintain technical equipment and ensure its functionality by assisting in the installation and programming of radios. Keep a log of all incoming and outgoing voice calls and inventory telecommunication equipment. Track and distribute small IT and communication materials, ensuring proper documentation for equipment transfers.
  • Contribute to knowledge sharing and community practices within the organization, executing other tasks necessary for the effective functioning of the office and the organization.

Required Qualifications:
Minimum education requirements include a secondary school diploma and a valid driver's license. Candidates must have at least three years of relevant professional experience in communication and telecommunications. Required skills include proficiency in using computers and office software (MS Word, Excel, etc.), as well as experience with HF and VHF radios. Desired skills include prior experience within the UN system or an international NGO, familiarity with radio communication systems, and knowledge of national security codes. Experience in crisis management and security situations is also preferred, along with a solid understanding of security measures in Côte d'Ivoire.

Educational Background:
Candidates must possess at least a secondary school diploma. A valid driver's license is also required for this position. Additional certifications or training in communication or security management would be advantageous.

Experience:
The position requires a minimum of three years of relevant work experience in communication and telecommunications. Experience within the UN system or an international NGO is highly desirable, as is familiarity with radio communication systems and security protocols. Candidates should have a proven track record in crisis management and a solid understanding of security measures specific to Côte d'Ivoire.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication within the UN in Côte d'Ivoire. A basic knowledge of English is desirable, as it may facilitate communication with international staff and documents.
