Job Overview: The position of WFP security" style="border-bottom: 1px dotted #007bff !important;">Security Officer P4 is crucial for the implementation of Security Risk Management across the five Darfur states in Sudan. This role is designed to ensure the safety and security of WFP personnel, assets, facilities, and operations in a highly insecure environment. The selected candidate will be responsible for providing technical advice and guidance on security operations, contributing to the development of country strategies and policies, and ensuring effective management of security resources. The role requires a proactive approach to navigating the volatile context in Sudan, marked by conflict and economic disruption, and demands resilience and adaptability to rapidly changing operational conditions. The officer will also be expected to lead a security team, maintain effective communication systems for security management, and build relationships with government agencies and national partners to optimize protection for staff and operations.
Duties and Responsibilities: The duties and responsibilities of the WFP Security Officer include but are not limited to: keeping abreast of regional and local security developments and advising on their potential impact on WFP activities; providing technical advice and support on operational security requirements and security assessments; leading a security team to manage all security activities and resources effectively; developing and maintaining a security management communications system; building productive relationships with government agencies and national partners; representing WFP at national and inter-agency meetings; collaborating with internal and external partners to align security activities with broader programs; overseeing the preparation of accurate and timely reporting; supporting monitoring and evaluation of WFP activities; contributing to preparedness actions; and acting in an emergency response capacity as required.
Required Qualifications: Candidates must possess an advanced university degree in Security Management, International Relations, Law Enforcement, or a related field. Alternatively, a first university degree with two additional years of relevant work experience may be accepted. A diploma from a Military or Police Academy with qualifying experience may also be considered in lieu of the first university degree. The role requires a strong understanding of security management principles and practices, as well as the ability to provide strategic guidance in complex operational environments.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as Security Management, International Relations, or Law Enforcement. Candidates with a first university degree and additional relevant experience, or those with a diploma from a Military or Police Academy, may also be considered. This educational foundation is essential for understanding the complexities of security operations in humanitarian contexts.
Experience: Candidates should have extensive experience in highly insecure emergency settings, particularly in supporting humanitarian operations under volatile conditions. Experience in leading or implementing Security Risk Management in complex field operations is crucial. Additionally, candidates should have experience in humanitarian access negotiations, managing critical security incidents, and coordinating with various stakeholders, including UN agencies and humanitarian partners. Familiarity with security compliance and monitoring implementation of security requirements is also important.
Languages: Fluency in English and Arabic is mandatory for this position, with a level C proficiency required. Additionally, intermediate knowledge (level B) of another official UN language such as Chinese, French, Russian, Spanish, or Portuguese would be considered an asset, enhancing the candidate's ability to communicate effectively in a multicultural environment.
Additional Notes: The position is based in El Geneina, Darfur, with the expectation that the selected candidate will relocate. Mobility is a core contractual requirement for WFP, and the selected candidate will be employed on a fixed-term rotational contract with a one-year probationary period.
