Job Overview:
The National Protocol Liaison Officer will play a crucial role in coordinating and managing all protocol matters for IOM offices based in Cairo, Egypt. This position requires the incumbent to work under the overall supervision of the Regional Director and the direct supervision of the Chief of Mission of the Egypt Country Office. The officer will be responsible for liaising with the United Nations Office in Egypt, particularly the Host Country Unit, and the Government of the Republic of Egypt, ensuring that all requests from IOM offices and staff are processed in a timely manner. The role involves keeping abreast of daily press and maintaining regular contact with the UN Host Country Unit to stay updated on procedures and guidelines related to host country protocols. The officer will also conduct briefings for new staff members regarding immigration duty-free and VAT exemptions, ensuring that all relevant policies and guidelines are communicated effectively. This position is vital for facilitating the smooth operation of IOM's activities in Egypt, ensuring that all protocol matters are handled efficiently and effectively.

Duties and Responsibilities:
The duties and responsibilities of the National Protocol Liaison Officer include performing protocol and logistics liaison functions with the United Nations Office in Egypt, coordinating with government representatives to resolve sensitive protocol matters, and maintaining updated information on immigration and tax exemptions for IOM staff. The officer will be responsible for submitting reimbursement requests for taxes to the tax authorities, facilitating accreditations for IOM officials, processing applications for re-entry permits and notifications of first arrivals for international staff, and coordinating with procurement and logistics units for imports and exports. Additionally, the officer will maintain records of privileges and immunities, track expiry dates of documents and visas, create and update documentation for international staff residency, and provide guidance on obtaining e-visas and referred visas for IOM staff traveling to Egypt. The officer will also be responsible for issuing and renewing UNLPs for staff and handling related matters in coordination with the IOM UNLP Unit.

Required Qualifications:
The position requires a completed Master’s Degree in Business Administration, Law, International Relations, or related fields, or a University Degree in the same fields with at least two years of relevant professional experience. Candidates must possess knowledge of protocol in governmental or international organizations, particularly within the United Nations System. Familiarity with administrative procedures and practices of international organizations is essential, as well as experience in applying various administrative rules and regulations. The ideal candidate should demonstrate strong analytical and evaluative skills, with the ability to conduct independent research and analysis, identify issues, formulate opinions, and make recommendations. Experience in liaising with governmental and diplomatic authorities is also required.

Educational Background:
Candidates must have either a completed Master’s Degree in Business Administration, Law, International Relations, or other related fields, or a University Degree in the same areas accompanied by two years of relevant professional experience.
