Job Overview:
The Data Manager position is crucial for enhancing data management practices related to integrated disease surveillance, particularly focusing on vaccine-preventable diseases such as Polio and Measles in Angola. The role involves providing technical support to national health authorities, ensuring data quality, and facilitating timely decision-making processes. The Data Manager will be responsible for executing regular data compilation, quality control, and analysis to support surveillance and evaluation efforts. This position requires collaboration with various stakeholders at national and provincial levels to ensure effective data flow and harmonization meetings, ultimately contributing to the national vaccination program's success.

Duties and Responsibilities:

• Improve data management practices and enhance the use of data in Polio/AFP and vaccine-preventable diseases surveillance.
• Assist national and sub-national vaccination program staff in strengthening data flow processes.
• Execute regular data compilation, quality control, and analysis to support decision-making for polio/AFP, measles, and other vaccine-preventable diseases.
• Ensure regular data harmonization sessions/meetings with national laboratory and surveillance officers at national and provincial levels.
• Conduct data management needs assessments to identify strengths and weaknesses in the national vaccination program.
• Develop training materials and conduct training/refresher sessions on data management.
• Implement Standard Operating Procedures for data management, backup, and archiving.
• Conduct supervisory visits to priority provinces for data quality verification and feedback.
• Support the production of regular feedback bulletins for stakeholders at all levels. 1
• Perform additional duties related to polio eradication and vaccine-preventable disease activities as requested by supervisors.

Required Qualifications:
Essential qualifications include a university degree in data management, computer applications, management support, basic epidemiology, statistics, or demography. A public health degree is desirable. Candidates should possess excellent computer knowledge, particularly in data management programs, and technical expertise in epidemiology and infectious disease control. The ability to conduct operational research, evaluation, monitoring, and data analysis is essential, along with the capacity to work harmoniously in diverse cultural contexts while maintaining high personal discipline.

Educational Background:
Candidates must have a university degree in relevant fields such as data management, computer applications, epidemiology, statistics, or demography. A degree in public health is considered an asset. Educational qualifications must be obtained from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have a minimum of 5 years of experience in data management, epidemiology surveillance, vaccination, and/or accelerated disease control and surveillance of vaccine-preventable diseases. Concrete experience in data management and epidemiology/statistics is desirable, showcasing a strong background in the field.

Languages:
Essential language skills include expert knowledge of English and French. Beginners knowledge of Portuguese is desirable. The language requirements are interchangeable, allowing for flexibility in language proficiency.
