Job Overview:
The Climate Finance Specialist will play a crucial role in supporting the Government of Thailand and the Department of Climate Change and Environment (DCCE) in developing a portfolio of investable climate projects, particularly in the livestock sector with a focus on dairy. The specialist is expected to assist the project team in making technical interventions bankable and identifying innovative finance mechanisms and potential financiers. This role is essential in creating a working model that can be replicated in other countries in the region to strengthen impactful climate investments. The specialist will assess available technologies, market opportunities, and financing options, focusing on dairy manure management, feed additives, and biogas. The ultimate goal is to develop a methane abatement program, including a dedicated investment plan, and to structure viable business models that connect projects with potential financiers and donors. The Climate Finance Specialist will also engage with key stakeholders from the government, private sector, and research communities to support implementation and scale-up of these initiatives.

Duties and Responsibilities:
The Climate Finance Specialist will be responsible for a variety of tasks including: 1) Preparing a detailed work plan with timelines and deliverables, validating it with relevant stakeholders; 2) Facilitating access to information and ensuring effective integration of technical products into national planning and investment processes; 3) Engaging with stakeholders to prepare briefings and summaries for meetings; 4) Drafting a stakeholder mapping for the livestock sector and preparing agendas for discussions; 5) Conducting consultations to draft Terms of Reference for the investment program; 6) Preparing mission plans and logistical arrangements for stakeholder meetings; 7) Conducting financial landscape assessments to identify financing barriers and opportunities; 8) Preparing market assessments to identify opportunities for low-carbon livestock products; 9) Supporting the creation of demonstration projects based on technical outputs; 10) Ensuring timely delivery of outputs and maintaining high-quality standards in all reports and materials produced.

Required Qualifications:
The position requires a Bachelor's degree in Economics, Finance, Public Policy, or a closely related field, with a Master's degree in a relevant area being highly desirable. Candidates must have a minimum of five years of professional experience in climate finance, sustainable investment, or green finance. Additionally, at least three years of relevant experience in climate finance issues is preferred. In-depth knowledge of Thailand's climate change regulatory framework and experience working with public institutions in the context of climate finance is also desirable. Familiarity with the agriculture sector and methane abatement measures will be considered an asset.

Educational Background:
Candidates must possess a Bachelor's degree in Economics, Finance, Public Policy, or a closely related field. A Master's degree in Economics, Finance, Public Policy, Environmental Economics, Climate Change, or project management is required. This educational background is essential to understand the complexities of climate finance and investment planning.

Experience:
The position requires a minimum of five years of professional experience in climate finance, sustainable investment, or related areas. Candidates should have at least three years of relevant experience specifically in climate finance issues. Experience working with public institutions or in Thailand's public financing system, particularly in climate finance coordination and implementation, is highly desirable. Familiarity with the agriculture sector and methane abatement measures will also be beneficial.

Languages:
Fluency in English and Thai is mandatory for this position. Candidates must be able to read, write, and speak both languages proficiently. This bilingual requirement is crucial for effective communication with local stakeholders and international partners.
