Job Overview:
The Partnerships Officer will lead the United Nations Country Team (UNCT) in Vietnam in developing and implementing a Partnerships and Resource Mobilization Strategy. This role involves translating the United Nations Sustainable Cooperation Framework (UNSDCF) priorities into actionable partnerships and resource mobilization initiatives. The officer will work closely with various stakeholders, including government entities, private sector partners, and civil society, to foster coalitions and co-creation platforms that support inclusive and sustainable development. The position emphasizes financing for development, economic transformation, climate action, and governance reforms, aligning with the UNSDCF's priorities for 2027-2031.

Duties and Responsibilities:
The Partnerships Officer will assist in providing substantive support for strategic planning and coordination of UNCT partnerships aimed at achieving the SDGs. Responsibilities include advising on the UN Partnership Strategy, identifying and brokering partnership opportunities, and supporting the implementation and monitoring of the strategy. The officer will conduct liaison and coordination with UN entities, manage relationships with external stakeholders, and ensure partnership opportunities align with UN values and standards. Additionally, the officer will participate in resource mobilization initiatives, support the management of pooled funds, and work closely with finance experts to promote partnerships that accelerate SDG financing. The role also involves contributing to knowledge management and capacity development related to partnerships and resource mobilization.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project management, and resource mobilization within development cooperation. Experience in developing strategic partnerships across various sectors, including government, private sector, and civil society, is essential. Familiarity with designing and implementing partnerships, as well as resource mobilization strategies, is required. Desirable qualifications include experience in promoting gender equality, youth participation, and inclusion of persons with disabilities, as well as knowledge of UN interagency coordination and financing for SDGs.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics or business analytics is advantageous.

Experience:
A minimum of five years of relevant experience in strategic partnerships, project management, and resource mobilization is required. Candidates should have a proven track record in developing partnerships and resource mobilization strategies, with experience in UN interagency coordination being desirable. Experience in data analytics or related fields is also beneficial, particularly in supporting financing for the SDGs.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset.

This is a Fixed Term position for a duration of one year, with no expectation of renewal. The position is open to nationals of Vietnam only, and candidates must be recruited within the country or commuting distance of the office.
