Job Overview:
The Planning Officer Team Lead position is located within the Programme Management and Support Section of UNMAS, part of the Department of Peace Operations (DPO). The incumbent will report to the Chief of the Programme Management and Support Section and will be responsible for leading one of the PMSS regional teams. This role involves providing support for budgeting, management, and implementation of mine action programs, coordinating with various UN departments and agencies, and acting as a technical resource for UNMAS Programme Officers. The position requires the development of strategic partnerships and effective communication with stakeholders, ensuring the efficient use of resources and adherence to mine action standards. The incumbent will also monitor and evaluate programmatic effectiveness, prepare reports for UN organs and donor countries, and contribute to the overall mission of UNMAS in enhancing safety in conflict-affected areas.

Duties and Responsibilities:
The incumbent will lead a regional team within the Programme Management and Support Section, overseeing budgeting, management, and implementation of mine action programs. Responsibilities include coordinating program management with other DPO components, acting as a technical resource for Programme Officers, identifying resource requirements, developing cost plans, and formulating deployment plans. The incumbent will ensure effective use of the Umoja ERP system by Programme staff, monitor and evaluate programmatic effectiveness, and implement necessary changes for improvement. Additionally, the role involves developing and maintaining strategic partnerships with UN entities and mine action stakeholders, coordinating periodic reports to UN organs and donor countries, and providing inputs for budgetary and oversight submissions. The incumbent will also perform other duties as required.

Required Qualifications:
Candidates must possess a sound knowledge of mine action issues, including political, social, and economic dimensions, as well as related international legal instruments. The ability to build and sustain effective working partnerships with various stakeholders is essential. Candidates should demonstrate strong analytical skills, good judgment, and the ability to work under pressure. A commitment to gender perspectives and ensuring equal participation of women and men in all areas of work is required. Excellent communication skills, both written and verbal, are necessary, along with the ability to tailor communication to different audiences. Strong planning and organizational skills, including the ability to set clear goals and prioritize tasks, are also essential for this role.

Educational Background:
An advanced university degree (Master's Degree or equivalent) in business administration, management, political, social, or engineering sciences, or related fields is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of experience in programme planning, project management, or related activities is required. Candidates must have at least three years of experience in programme management specifically in mine action, security sector reform, stabilization, or humanitarian response. Additionally, a minimum of two years of experience in a peace or humanitarian field operation in a conflict or post-conflict setting is required. Experience in managing a diverse team and in mine action field programs is desirable.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset but not mandatory.
