Job Overview:
The Planning, Monitoring and Evaluation (M&E) Analyst position is situated within the UNFPA Kenya Country Office. This role is pivotal in providing technical expertise in planning, progress monitoring, and results-based reporting. The M&E Analyst will support the Country Office by advancing knowledge management and ensuring the application of results data for programmatic and management adjustments. The position requires collaboration with various teams, including the Gender/GBV Advisor, M&E Specialist, and Programme and Operations teams, to ensure timely and compliant programme delivery. The M&E Analyst will contribute to results-based management, which includes effective planning, monitoring, reporting, knowledge management, and evaluation to align with government priorities in both development and humanitarian contexts. This role is essential for enhancing the implementation of the Country Programme and ensuring that it meets its objectives effectively.

Duties and Responsibilities:
The M&E Analyst will be responsible for a variety of tasks, including: facilitating and contributing to results planning by developing robust M&E frameworks; providing technical inputs for theories of change; preparing field monitoring plans; ensuring the use of evaluation results for evidence-based planning; and supporting the formulation of joint programming under the United Nations Sustainable Development Cooperation Framework. In terms of monitoring, the Analyst will provide technical inputs for tracking results against Country Programme targets, support field monitoring, and promote the use of monitoring recommendations. The role also involves facilitating the reporting of country programme results, analyzing quantitative and qualitative data, and producing analytical reports for decision-making. The M&E Analyst will support the implementation of the UNFPA Evaluation Policy, contribute to the development of evaluation plans, and promote the use of evaluation findings in programme management. Additionally, the Analyst will contribute to knowledge management and maintain a culture of results by implementing results-based management principles and supporting capacity development for implementing partners.

Required Qualifications:
Candidates must possess a Master’s degree in statistics, development studies, economics, public health, population studies, demography, or any related social science discipline. They should have experience in results-based management, planning, monitoring, reporting, evaluation, and information management within development and/or humanitarian contexts. A good knowledge of monitoring and evaluation, evaluation design, data collection, analysis, and reporting is essential. Candidates should also have strong computer skills, experience in data visualization, and the ability to synthesize programme performance data into analytical reports. Furthermore, the ability to provide M&E technical support to programme teams and implementing partners is crucial.

Educational Background:
The educational requirement for this position is a Master’s degree in a relevant field such as statistics, development studies, economics, public health, population studies, demography, or any other related social science discipline. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills required for the role.

Experience:
The position requires candidates to have substantial experience in results-based management, planning, monitoring, reporting, evaluation, and information management. This experience should ideally be within both development and humanitarian contexts, demonstrating the candidate's ability to navigate complex environments and contribute effectively to programme implementation and evaluation processes. Candidates should also have experience in managing evaluation processes and a strong understanding of data collection and analysis methodologies.

Languages:
Fluency in the English language is mandatory for this position.
