Job Overview:
The position of Individual Consultant is aimed at supporting the implementation of the O3PLUS Project, which focuses on developing a National Framework for Health Promoting Campuses in Higher and Tertiary Education Institutions (HTEIs) in Kenya. The consultant will be responsible for creating a comprehensive, evidence-based framework that will guide HTEIs in adopting best practices for sexual and reproductive health (SRH) initiatives. This framework is intended to enhance the education, health, and well-being of young people, standardize governance and health service delivery, and foster inclusive campus environments. The consultant will work closely with various stakeholders to ensure that the framework is contextually relevant and effectively addresses the needs of students in Kenya's higher education landscape.

Duties and Responsibilities:
The consultant will undertake several key tasks, including conducting an evidence and desk review of existing frameworks and policies related to health promotion in educational settings. They will facilitate stakeholder consultations to gather insights and document emerging themes from diverse participants, including HTEIs, civil society organizations, and government bodies. The consultant will develop a draft National Health-Promoting Campuses Framework, which will define what constitutes a health-promoting campus in Kenya, outline guiding principles, identify priority action areas, and establish minimum standards for institutions. Additionally, they will create practical tools to accompany the framework, such as an institutional self-assessment instrument. The consultant will also facilitate a national validation forum to gather feedback on the draft framework and finalize it for endorsement by relevant stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree in public health, health promotion, education, higher education management, social sciences, development studies, or a related field. They should have at least five years of relevant experience in health promotion, higher education, and institutional systems strengthening. Experience in developing national frameworks, policies, or guidelines is essential, along with a proven track record of engaging with higher education systems in Kenya or the East African region. The consultant should demonstrate excellent analytical and written communication skills, with the ability to produce high-quality technical documents. Familiarity with health-promoting campus approaches and frameworks is also required.

Educational Background:
An advanced university degree in a relevant field such as public health, health promotion, education, or social sciences is mandatory for this position. This educational background is crucial for understanding the complexities of health promotion in educational settings and for developing effective frameworks and policies.

Experience:
The consultant should have a minimum of five years of relevant experience in health promotion and higher education, with a strong focus on student health and well-being. They should have experience in developing national frameworks or policies and engaging with higher education institutions in Kenya or the broader East African region. Additionally, experience in conducting multi-stakeholder consultations and facilitating validation processes is required, along with a portfolio of relevant reports and documents.

Languages:
A good understanding of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with diverse stakeholders in the region.

The consultancy is set for a duration of three months and is classified as a Level 2 - Middle contract. The position is open to external candidates and allows for remote work.
