Job Overview: The Procurement Officer NOA position at WFP is crucial for maximizing the efficiency of procurement operations and activities. The role involves collecting, analyzing, and reporting on procurement information to ensure that WFP can effectively procure food and non-food commodities or services. The officer will support procurement programs and operational activities, including issuing tenders, evaluating offers, and negotiating contracts. This position requires a proactive approach to procurement, ensuring that all activities align with WFP's broader programs and objectives. The officer will also be responsible for training WFP staff on procurement strategies and practices, thereby enhancing the overall procurement capacity within the organization. Duties and Responsibilities: The Procurement Officer will have a diverse set of responsibilities, including but not limited to:
Supporting procurement programs and operational activities by issuing tenders, evaluating offers, and negotiating and awarding contracts in accordance with WFP's standard processes.
Analyzing procurement data to provide recommendations for process improvements that enhance efficiency and effectiveness.
Collating data and preparing accurate and timely reports on procurement activities to facilitate informed decision-making and ensure consistency of information presented to stakeholders.
Assisting in the auditing of procurement activities by gathering necessary information and ensuring compliance with established rules and regulations.
Collaborating closely with internal counterparts to align procurement activities with broader WFP programs and ensure a coherent approach to meeting food assistance needs.
Training WFP staff to adopt a strategic and proactive approach to procurement, including the design and review of training materials.
Guiding and supervising junior staff, providing support with analysis and queries.
Following standard emergency preparedness practices to ensure WFP can respond quickly to crises and deploy food and resources as needed.
Acting in an assigned emergency response capacity to meet urgent food assistance needs as required. 1

Required Qualifications: Candidates for the Procurement Officer position must possess the following qualifications:
An advanced university degree in Economics, Commerce, Business Administration, Engineering, Legal, Accounting, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training/courses may be considered.
Experience handling routine transactions related to the purchase of commodities, goods, or services.
Proven experience in developing timelines and cost reports for suppliers, including retailers, wholesalers, and traders.
Demonstrated ability to coordinate procurement processes with other units or teams, such as logistics, ICT, and administration.
Strong analytical skills and the ability to make data-driven recommendations for process improvements.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as Economics, Commerce, Business Administration, Engineering, Legal, or Accounting. Candidates with a first university degree may also qualify if they have additional years of related work experience and/or have completed relevant training or courses. This educational foundation is essential for understanding the complexities of procurement operations and for making informed decisions in a humanitarian context.
Experience: The position requires candidates to have a solid level of experience in procurement and supply chain management. Specifically, candidates should have experience handling routine transactions related to the purchase of commodities, goods, or services. Additionally, experience in developing timelines and cost reports for suppliers, as well as coordinating procurement processes with other units or teams, is highly desirable. This experience will enable the Procurement Officer to effectively contribute to WFP's procurement operations and ensure compliance with organizational standards.
Languages: Fluency in English is mandatory for this position, with a proficiency level of C. Additionally, candidates should be fluent in the duty station's language, which is Dari or Pashto, if different from English. Proficiency in these languages is essential for effective communication and collaboration within the organization and with external stakeholders.
