Job Overview: The GIS Developer position is integral to the OICT/ESS office, which is hosted by the United Nations Global Geospatial Knowledge and Innovation Centre. The role involves the design and development of software applications utilizing Geographic Information Systems (GIS) technology. The consultant will contribute technical expertise to requirements analysis, ensuring that the quality of the solution design is enhanced. Additionally, the position requires the provision of detailed documentation of changes and management of version control using systems like Git. The GIS Developer will also provide third-level application support and problem resolution related to geospatial components, ensuring that deployed systems function effectively and meet user needs. The position is expected to last for six months, with the possibility of renewal, and requires in-person work in Deqing, China.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks under the supervision of the team leader, including: participating in the development, programming, testing, debugging, and implementation of new applications that incorporate Geospatial and/or AI components, adhering to UN-established standards. The consultant will prepare both technical and user documentation for deployed GIS systems, create training materials, and conduct technical presentations to ensure users are well-informed. Furthermore, the consultant will provide ongoing support for deployed GIS systems, which includes managing version control, data recovery, and troubleshooting issues as they arise. Regular reviews with users and developers will be conducted to address user requests and improve system functionality. The role also involves managing and administering geospatial SQL databases, staying updated on developments in the field, performing benchmarking, and proposing new tools and libraries to enhance the organization's capabilities. Additional related duties may be assigned as necessary.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of three years of progressively responsible experience in the planning, design, development, implementation, and maintenance of Geospatial systems using ArcGIS is required. Additionally, candidates must have at least three years of experience working on Extract, Transform, Load (ETL) processes for geospatial data, as well as three years of experience with SQL and geodatabase management, including geospatial data management and migration. Furthermore, two years of experience using Python and/or JavaScript/TypeScript for GIS applications is required. Familiarity with Open Source GIS tools such as QGIS is considered desirable.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as computer science, information systems, mathematics, or statistics. In cases where candidates hold a first-level university degree, they must also have two additional years of qualifying experience to meet the educational requirements. Languages: Fluency in English, both oral and written, is required for this position, as English is one of the working languages of the United Nations Secretariat. Additional Notes: The position is based in Deqing, China, and applicants must be authorized to work in this duty station. The contract duration is expected to be six months, with the possibility of renewal based on performance and organizational needs. The consultant will receive ten paid UN holidays per calendar year, following the UNESCAP office calendar in Bangkok. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, including application, interview, or training.
