Job Overview:
The primary objective of the ICT Officer position is to ensure the implementation, management, maintenance, and monitoring of all activities related to information and communication technologies within NRC offices in North Kivu. The ICT Officer is responsible for ensuring the availability, reliability, security" style="border-bottom: 1px dotted #007bff !important;">security, and continuity of ICT services, enabling staff to effectively carry out NRC's activities. This role involves implementing NRC's ICT systems and procedures, ensuring adherence to policies and donor requirements, and preparing reports and analyses related to ICT. The officer will also act as the focal point for electronic document management and data protection, providing technical support to teams and ensuring they are trained in the use of technological collaboration tools and information security.

Duties and Responsibilities:
The ICT Officer will be responsible for the following duties: Implementing NRC's ICT systems and procedures in their area of intervention; ensuring adherence to NRC policies, manuals, guidelines, and donor requirements; preparing and submitting reports and analyses related to ICT; acting as the focal point for electronic document management and data protection; providing technical support to teams and ensuring they are trained; managing the IT inventory for the area; training staff in North Kivu on the use of collaboration tools and information security; managing user policies in ICT; preparing and submitting ICT reports for North Kivu; ensuring compliance with the overall ICT strategy implementation in North Kivu; managing the IT park and providing technical support to users; supporting remote or conducting missions in areas under their supervision as needed; contributing to the implementation of the global digital transformation strategy; maintaining and providing technical support for ICT infrastructure across North Kivu; ensuring the availability and quality of the IT infrastructure; supporting daily operations and functioning of the ICT department; liaising with local internet service providers; monitoring the physical environment and electrical protection of IT equipment; maintaining the IT inventory; contributing to the ICT budget; investigating and reporting issues with systems; conducting support visits as needed; ensuring all employees adhere to IT policy; troubleshooting and following up on technical incidents and support requests; assisting staff with document management; promoting the adoption of collaboration and productivity tools; analyzing internal processes and providing digital solutions; developing and maintaining a database of IT equipment; ensuring quality control of IT equipment; and providing regular ICT reports with recommendations for improvements.

Required Qualifications:
Candidates must hold a university degree (Bac+3) in Computer Management, Information Technology, or a related field. A minimum of 1 year of professional experience as an ICT Officer in a humanitarian context is required. Previous experience in complex and unstable or humanitarian emergency contexts is essential. Proven achievements and measurable results in responsibilities related to the position are necessary. Candidates should possess excellent communication, organizational, and priority management skills. Proficiency in computer tools, including generic software, internet usage, and activities related to IT maintenance and management is required. A solid experience in Windows 11, Microsoft Office 365, Cisco Meraki, LAN and WAN networks, and workstation maintenance and support is also necessary. Flexibility regarding working hours and days, as well as willingness to undertake professional missions throughout North Kivu and other intervention areas as needed, is expected.

Educational Background:
A university degree (Bac+3) in Computer Management, Information Technology, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform the duties associated with the ICT Officer role effectively.

Experience:
The position requires a minimum of 1 year of professional experience as an ICT Officer, particularly in a humanitarian context. Candidates should have experience working in complex and unstable environments or humanitarian emergencies, demonstrating their ability to adapt and respond to challenging situations. Proven achievements and measurable results in previous roles are also important to validate the candidate's capabilities.

Languages:
Fluency in French is mandatory, and knowledge of English is considered an asset. Familiarity with local languages is also advantageous, as it can enhance communication with local populations and stakeholders.
