Job Overview:
The position of Consultant in Human Rights Monitoring, Civic Space, Democracy, and Rule of Law involves providing expert support to enhance the operational readiness of two regional initiatives focused on human rights. The consultant will be responsible for establishing harmonized workflows and data collection arrangements across seven target countries. This role requires the consultant to improve the availability of structured information on attacks against human rights defenders, journalists, and trade unionists through systematic monitoring and data management. The consultant will also work on improving the quality and usability of the monitoring dataset, ensuring that it is consistent and reliable for analytical purposes. The position is remote, allowing the consultant to work from their home residence, and is expected to last from December 9, 2026, to January 12, 2027.

Duties and Responsibilities:
The consultant will have several key responsibilities, including:

• Strengthening operational readiness of the two regional initiatives by establishing harmonized workflows and quality control procedures across the target countries.
• Improving the availability of structured information on attacks against human rights defenders and related groups through systematic open-source monitoring and organized data maintenance.
• Enhancing the quality and usability of the attacks monitoring dataset through data cleaning, standardization, and verification processes.
• Collecting and organizing information on civil society organizations working on human rights to improve regional knowledge and support their efforts.
• Maintaining shared working resources and providing periodic progress updates to ensure continuity and analytical use of the information generated.
• Facilitating technical alignment and coordination through regular meetings and feedback loops with relevant stakeholders, including the Emergency Response Team and OHCHR Headquarters. The consultant may also participate in virtual meetings with civil society representatives as needed.

Required Qualifications:
Candidates must possess a first university degree in fields such as information management, social sciences, political science, international relations, human rights, development studies, statistics, data management, communications, law, or a related area. Additionally, candidates should have demonstrated experience in data collection, information management, and quality assurance, particularly in the context of human rights monitoring and civic space. Familiarity with structured datasets and tools like Excel, Power Query, and Power BI is also required. The ability to conduct open-source monitoring and maintain organized filing systems is essential for this role.

Educational Background:
A first university degree in relevant fields such as information management, social sciences, political science, international relations, human rights, development studies, statistics, data management, communications, law, or similar disciplines is required for this position. This educational background provides the necessary foundation for understanding the complexities of human rights issues and the methodologies used in data collection and analysis.

Experience:
Candidates should have substantial experience in data collection, information management, and supporting human rights monitoring initiatives. This includes experience with structured datasets and online data collection tools. Familiarity with the Latin American context, particularly South America, is highly desirable, as it will aid in understanding the regional dynamics and challenges faced by civil society organizations and human rights defenders.

Languages:
A working knowledge of both Spanish and English, both spoken and written, is mandatory for this position. Knowledge of Portuguese is highly desirable, as it would enhance communication and collaboration with stakeholders in the region. Proficiency in these languages is crucial for effective data collection, analysis, and reporting.
