Job Overview:
The ET Consultant for Public Financial Management (PFM) will play a crucial role in the Governance Global Practice (GGP) at the World Bank. This position involves working closely with various stakeholders to enhance public financial management systems, particularly in the health sector. The consultant will be responsible for leading the implementation of the FinHealth diagnostic toolkit in multiple countries, facilitating technical assistance and policy dialogue with governments, and managing knowledge dissemination related to PFM in health. The role requires a strong focus on collaboration, as the consultant will engage with colleagues across the World Bank and partner organizations to ensure effective implementation of PFM strategies. The consultant will also contribute to the development of training programs and workshops aimed at enhancing the capacity of stakeholders in public financial management.

Duties and Responsibilities:
The consultant will report to the Practice Manager of the Global Governance WKPGF and will be responsible for the following duties:

• Lead the implementation of the FinHealth diagnostic in at least two countries, including conducting field missions and preparing diagnostic reports.
• Provide technical assistance and engage in policy dialogue with government officials regarding public financial management in health.
• Facilitate collaboration and knowledge management across agencies, ensuring effective dissemination of the FinHealth toolkit and documenting lessons learned from country implementations.
• Design and deliver training sessions, workshops, and events related to FinHealth and its implementation.
• Contribute to the revisions and finalization of the FinHealth diagnostic toolkit, leading specific modules as necessary.
• Build and maintain collaborative relationships with colleagues and stakeholders to support the World Bank's mandate and objectives.
• Manage a portfolio of work, including timelines, budgets, and reporting on results.
• Coordinate contributions from specialists in other disciplines to achieve joint outcomes.

Required Qualifications:
Candidates must possess a Master’s degree in Economics, Financing, Public Financing, Administration, or a related field, along with a minimum of 8 years of relevant professional experience. A combination of education and experience may be considered equivalent. Candidates should have experience working on public financial management in social sectors across three or more low and/or middle-income countries, ideally in a client-facing role. Familiarity with the health sector and health financing is advantageous. Additionally, candidates should demonstrate experience in collaborating with ministries of finance, budget offices, central banks, or local government agencies, as well as a proven ability to disseminate analytical information effectively to multiple stakeholders.

Educational Background:
A Master’s degree in a relevant field such as Economics, Financing, Public Financing, or Administration is required. This educational background should be complemented by substantial professional experience in public financial management, particularly within the health sector.

Experience:
Candidates should have at least 8 years of relevant professional experience, with a strong emphasis on public financial management in social sectors. Experience working in or closely with government ministries, particularly in finance and budgeting, is essential. Familiarity with international development contexts and experience in coalition building and facilitating reform processes are highly desirable.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. The ability to prepare complex documents and present ideas clearly is essential. Proficiency in French is required for carrying out World Bank Group missions, while knowledge of Portuguese is considered a plus.
