Job Overview:
The International Consultant will play a crucial role in supporting the comprehensive assessment of the UN Country Team's (UNCT) performance against the UNCT-SWAP Gender Equality Scorecard. This position involves providing technical support to the Inter-Agency Assessment Team (IAAT) in evaluating the integration of gender equality and women's empowerment across UNCT processes, programs, and initiatives. The consultant will work closely with the UN Women Coordination Focal Point and the Country Representative for the UN Women Tunisia and Libya Cluster Office. The consultant's responsibilities will include assessing governance, planning, programming, monitoring and evaluation, partnerships, communication, and organizational culture within the UNCT. The consultant will also identify strengths, gaps, challenges, and good practices in gender integration, contributing to the development of a roadmap for improving UNCT performance in line with UNCT-SWAP standards.
Duties and Responsibilities:
The consultant will be responsible for several key activities, including: conducting a desk review and developing a methodology and workplan for the UNCT-SWAP Gender Equality Scorecard Exercise in Tunisia; supporting the IAAT in carrying out an in-country self-assessment; collecting data and evidence to rate indicators; providing technical support to the Gender Theme Group co-leads and M&E focal points; adapting and completing the rating matrix based on discussions within the Gender Theme Group; drafting a comprehensive narrative report and action plan based on the assessment outcomes; presenting findings to the Gender Theme Group and UNCT for feedback and endorsement; and finalizing the report and action plan incorporating all input from relevant stakeholders. The consultant will also facilitate collective reflection and learning among UNCT members to reinforce shared accountability for gender equality commitments.
Required Qualifications:
Candidates must possess a strong commitment to gender equality and women's empowerment issues, along with excellent interpersonal, organizational, and communication skills. They should have a good understanding of gender mainstreaming and the UNCT-SWAP Gender Equality Scorecard. The consultant should be able to prioritize tasks and work effectively under pressure while collaborating with colleagues at all levels. Strong research skills and the ability to engage stakeholders are essential for this role.
Educational Background:
A Master's degree or equivalent in social and political sciences, human rights, gender equality, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A PhD would be considered an added advantage.
Experience:
At least 5 years of work experience in mainstreaming gender in international development is required. Candidates should have experience in gender data collection and analysis, including conducting interviews, surveys, and focus groups. Experience working with the UN on gender equality is desirable, as is familiarity with the UNCT-SWAP Gender Equality Scorecard, narrative reports, and follow-up matrices. Previous experience in results-based management, review, or evaluation, as well as conducting gender training for development agency staff, is also desirable. Proficiency in computer skills, internet communication, and MS Office is required.
Languages:
Fluency in English and French is mandatory, while knowledge of Arabic is considered desirable. This multilingual capability is essential for effective communication and collaboration within the diverse UN environment.
Additional Notes:
The consultancy is home-based, with the possibility of a 10 working-day mission to Tunis for meetings and consultations. The assignment is expected to be completed within a maximum of three months, not exceeding 25 working days. The consultant will be compensated based on the completion of specific deliverables, including an inception report, draft reports, and final presentations.
