Job Overview: The position of Disaster Risk Management Consultant within the IDB’s Disaster Risk Management Unit (DRM Unit) involves supporting the implementation of strategic initiatives aimed at enhancing disaster resilience in Latin America and the Caribbean. The consultant will work closely with team leaders and members to contribute to technical cooperation, lending operations, knowledge generation, and capacity-building activities. The role emphasizes the importance of transitioning from reactive emergency responses to proactive risk reduction strategies. The consultant will engage in various areas, including early warning systems, risk-informed governance, community-based disaster risk reduction, and the integration of emerging technologies such as artificial intelligence into disaster risk management practices. This position is crucial for strengthening the quality and impact of the Bank's disaster risk management efforts across the region.
Duties and Responsibilities: The primary responsibilities of the Disaster Risk Management Consultant include providing technical and operational assistance for the implementation of the Action Plan for Disaster Risk Management (AP-DRM) for 2026–2030 and the regional initiative 'Ready and Resilient Americas.' This involves developing annual work plans, aligning projects with strategic objectives, defining results indicators, and monitoring implementation progress. The consultant will prepare technical materials, organize knowledge-sharing events, and facilitate technical dialogue with member countries. Additionally, the consultant will assist in updating disaster risk management indicators and contribute to the maintenance of the Bank’s DRM knowledge platform. The role also includes providing technical assistance to project teams, conducting risk analyses, and supporting the strategic use of funding instruments. The consultant will work to mainstream disaster risk management across sectors, support capacity-building efforts, and enhance collaboration with international development partners to strengthen member countries' DRM implementation capacities.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in relevant fields such as disaster risk management, engineering, geology, urban planning, or economic sciences. A minimum of 5 years of relevant professional experience in disaster risk management projects is required, with practical experience in risk identification, risk reduction, and emergency response processes. Experience must have been acquired through professional practice in Japan, highlighting the importance of localized knowledge in disaster risk management.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in disciplines related to disaster risk management, such as engineering, geology, urban planning, administration, rural development, natural resource management, or information technology. This educational foundation is essential for understanding the complexities of disaster risk management and implementing effective strategies.
Experience: The position requires at least 5 years of relevant professional experience in planning, implementation, finance, and administration of disaster risk management projects. Candidates should have practical experience in areas such as risk identification, risk reduction, and emergency response, with a strong emphasis on having acquired this experience in Japan, which is crucial for understanding the specific challenges and solutions applicable to disaster risk management in the region.
Languages: Fluency in both Japanese and English is mandatory for this position, reflecting the need for effective communication within the multicultural environment of the IDB. Additional Notes: The contract type for this position is that of an international consultant, with a full-time commitment for a duration of 24 months, extendable up to 48 months based on eligibility.
