Job Overview: The Learning and Scaling Lead will play a crucial role in supporting the Country Lead in developing and implementing a comprehensive learning, scaling, and evidence synthesis agenda. This position is designed to translate program evidence into actionable insights and policy recommendations. The successful candidate will be responsible for designing tools and systems to track progress against learning milestones, facilitating knowledge exchange among partners, and generating evidence on effective practices throughout program delivery. The role also involves capacity building for government counterparts and contributing to national policy discussions, ensuring that the insights gained from the program are effectively utilized to inform decision-making processes.
Duties and Responsibilities: The Learning and Scaling Lead will undertake a variety of responsibilities, including: designing a Learning, Scaling, and Evidence Synthesis Agenda; supporting the Country Lead in defining learning priorities and research questions; developing tools for tracking progress; facilitating cross-partner knowledge exchange; drafting reports that consolidate evidence into actionable recommendations; leading the dissemination of findings; contributing to policy briefs and strategic recommendations; building capacity among government counterparts; and capturing and disseminating lessons learned across implementation sites. This role requires a proactive approach to evidence generation and a commitment to improving educational outcomes through innovative financing mechanisms.
Required Qualifications: Candidates must possess a Bachelor’s degree in International Development, Public Policy, Education, Economics, Political Science, or a related field. A Master’s degree in a similar area is preferred and may be accepted in lieu of part of the required experience. The ideal candidate should have strong analytical skills, problem-solving abilities, and effective communication skills, as well as experience in project planning and stakeholder engagement.
Educational Background: A Bachelor’s degree in a relevant field is required, with a Master’s degree being highly desirable. The educational background should reflect a strong foundation in areas related to international development, public policy, or education, equipping the candidate with the necessary knowledge to navigate complex educational systems and financing mechanisms.
Experience: A minimum of 7 years of experience in education, skills-for-employment, development, or policy programs is required. Candidates should have experience working with national or sub-national governments, preferably in the education sector. Experience in policy analysis, system reform, and scaling innovative practices is also essential. Familiarity with outcomes-based financing mechanisms and performance management frameworks will be considered an asset.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to the local context or the stakeholders involved in the program.
