Job Overview:
The Technical Advisor II - Systems Integration will play a crucial role in providing technical advice, guidance, and support for design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, specifically focusing on the integration of information systems and the effective use of routine program data. This position is aligned with CRS program quality principles, donor guidelines, and industry best practices, with the ultimate goal of ensuring that the hub-and-spoke models supported by the Nigeria FCI project are effectively transitioned into existing health systems by the project's conclusion. The advisor will work closely with government counterparts and implementing partners to enhance interoperability, data quality, and the utilization of information systems that facilitate integrated service delivery, supervision, decision-making, and sustainability. The role also involves leading efforts to harmonize data collection and reporting processes, ensuring that data is used effectively for decision-making, and leveraging digital tools to improve operational efficiency and accountability.

Duties and Responsibilities:
  • Develop and apply strategies, standards, tools, and best practices related to information systems integration, data quality, and the use of routine program data.
  • Provide technical solutions to government counterparts and implementing partners regarding program design and implementation standards, tools, and monitoring systems that support interoperability with national platforms.
  • Lead efforts to align data collection tools, reporting workflows, and indicators with national Health Management Information Systems (HMIS), electronic Logistics Management Information Systems (eLMIS), and other Federal Ministry of Health-approved systems.
  • Advise project teams on integrating donor and government information system requirements into CRS program approaches, including reporting, dashboards, and data-use processes.
  • Strengthen the capacity of community partners, government counterparts, and implementing partners through the development of learning agendas, training sessions, mentoring, and coaching related to information systems, data quality, and data-driven decision-making.
  • Contribute to knowledge management and learning by analyzing program data, participating in routine reviews and data quality processes, and documenting lessons learned and best practices related to systems integration.
  • Establish and maintain working relationships with government counterparts, technical institutions, and peer organizations relevant to program data systems and digital tools.
  • Coordinate with monitoring, evaluation, accountability, and learning colleagues to ensure that systems integration supports operational readiness, transition planning, and long-term sustainability.

Required Qualifications:
  • Demonstrated application of technical principles related to program data systems and information management.
  • General knowledge of related disciplines to support cross-sectoral programming.
  • Proficiency in Microsoft Office, web conferencing tools, and information management systems.
  • Experience in mentoring, facilitation, and training using adult learning principles.
  • Experience with monitoring, evaluation, and the use of routine data.
  • Strong relationship management, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills.

Educational Background:
A Master's Degree in information systems, public health, statistics, computer science, or a related field is required for this position.

Experience:
A minimum of 8 years of relevant professional experience with progressive responsibility is required, including experience providing technical assistance on program systems or data management. Candidates should have experience contributing technical input to donor-funded project design and implementation.

Languages:
Proficiency in English is mandatory, and fluency in the official language of Nigeria is also required.

Additional Notes:
The position does not have supervisory responsibilities. Candidates must be willing and able to travel up to 25%.
