Job Overview: The Risk Management Officer SC8 position is designed to support the Risk and Compliance Unit in implementing risk management and compliance activities, particularly in relation to OCHA-US funded programs. The officer will provide analytical support across various risk management and compliance functions, including data management, documentation review, reporting, and coordination with internal stakeholders. This role is crucial for identifying, assessing, monitoring, and reporting risks throughout the project lifecycle, ensuring alignment with established standards, and enhancing overall compliance and accountability practices. The officer will also extend their expertise to support the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Agriculture Sector (FSAS) in Lebanon, where WFP acts as a co-lead agency and responder of last resort. This position is temporary and linked to the US-Pool Funded programmes and the related Assurance Integrity Taskforce.
Duties and Responsibilities: The Risk Management Officer will be responsible for a variety of duties, including but not limited to: contributing to the identification, assessment, and monitoring of operational and programmatic risks; reviewing project proposals and programme documents to ensure adequate reflection of risks and mitigation measures; maintaining and enhancing risk registers; monitoring the implementation of mitigation actions; preparing and submitting reports on fraud, misconduct, and major incidents; supporting corporate assurance processes; leading the compilation and analysis of risk and compliance data; facilitating coordination across units to strengthen risk-informed decision-making; ensuring compliance with accountability requirements; managing risk-related records and systems; providing guidance on risk management policies; reviewing and quality-assuring risk-related documentation; and performing other related duties as required.
Required Qualifications: Candidates must possess an advanced university degree or a first university degree with additional years of related work experience in fields such as business/public administration, project management, audit, finance, accounting, international development, performance and risk management, or other related areas. They should have strong analytical skills, the ability to work collaboratively with different teams, and a solid understanding of risk management practices. Additionally, candidates should demonstrate strong written and oral communication skills, with the ability to draft clear reports and effectively communicate with colleagues and external stakeholders.
Educational Background: The educational background required for this position includes an advanced university degree (Master's) or a first university degree (Bachelor's) with additional relevant work experience. The fields of study should be related to business/public administration, project management, audit, finance, accounting, international development, performance and risk management, or other relevant disciplines.
Experience: Candidates should have at least one year of postgraduate professional experience after completing an advanced university degree (MA) or three years or more after completing a first university degree (BA) in roles related to risk management activities, internal control reviews, audits, and performance plans. Experience in supporting programme or project management activities, including planning, implementation, monitoring, and reporting, is essential. Familiarity with results-based management approaches and experience in collecting, analyzing, and presenting data to support reporting and informed decision-making are also required.
Languages: Fluency in both oral and written communication in English and Arabic is mandatory. Knowledge of the French language is considered an added advantage, enhancing the candidate's ability to communicate in a multilingual environment.
