Job Posting Organization:
The United Nations Development System has undergone significant reforms since January 1, 2019, aimed at enhancing its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this transformation, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The Development Operations Coordination Office (DCO) has been established as a stand-alone entity within the UN Secretariat, overseeing the resident coordinator system and ensuring alignment with the UN Sustainable Development Group's objectives. The DCO is committed to leveraging data, digital innovation, and strategic foresight to support countries in their development priorities and accelerate progress towards the SDGs. The Data Analyst position is situated within the UN RCO in Beirut, Lebanon, and is supervised directly by the Head of the Resident Coordinator Office.

Job Overview:
The Data Analyst will be responsible for developing and implementing databases, data collection systems, and data analytics strategies that enhance statistical efficiency and quality. This role involves identifying, analyzing, and interpreting trends or patterns in data using statistical methods, as well as supporting the development of monitoring, evaluation, and learning (MEL) products for UN Sustainable Development Cooperation Frameworks. The Data Analyst will create reports, dashboards, and data visualizations to effectively communicate findings to management and stakeholders. Additionally, the position requires collaboration with various UN agencies, NGOs, and external partners to exchange information and best practices. The Data Analyst will also supervise and guide colleagues in data-centric roles and ensure that projects adhere to established objectives and resource utilization.

Duties and Responsibilities:
The Data Analyst will undertake a variety of responsibilities, including:
  • Developing and implementing databases and data collection systems to optimize statistical efficiency and quality.
  • Analyzing and interpreting data trends using statistical methods.
  • Creating reports, dashboards, and data visualizations to summarize findings.
  • Supporting the development of MEL products for UN frameworks.
  • Establishing communication with other organizational units to request data.
  • Mapping and sequencing technical assistance for statistical capacity-building.
  • Conducting robust data analysis to support project execution.
  • Supervising and guiding colleagues in data-centric roles.
  • Keeping abreast of emerging trends in data analytics and updating management with findings. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or related areas. A first-level university degree (Bachelor’s) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, an active certificate in relevant areas such as data engineering or cloud platforms is desirable. Candidates should demonstrate knowledge of data manipulation, analysis, and database management, as well as skills in training program development and data storytelling.

Educational Background:
An advanced university degree (Master's degree or equivalent) in computer science, data science, analytics, statistics, applied mathematics, information management, data management, information systems, information science, economic or social sciences, or a related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
A minimum of five years of progressively responsible experience in data analysis, data management, or related fields is required. Candidates should have demonstrated knowledge of data life cycles, including data collection, wrangling, analysis, visualization, and reporting. Experience in developing and executing training programs and curricula is also necessary, along with skills in data visualization tools such as Tableau, Power BI, and programming languages like SQL, Python, or R.

Languages:
English and Arabic are required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but proficiency in French is not mandatory for this role.

This is a Fixed Term position available for a duration of one year, with no expectation of renewal. The position is open to nationals of Lebanon only, and candidates must be recruited within the country or commuting distance of the office.
