Job Overview:
The Social Protection Capacity Development Partnerships and Programming Officer will play a crucial role in supporting the ILO's initiatives in Lebanon, particularly in the context of the ongoing economic and political crises and the Syrian refugee situation. The officer will be responsible for providing program management support, which includes monitoring, reporting, learning, and evaluation aligned with results-based management principles. The role also involves conceptualizing and implementing capacity-building initiatives and developing partnerships that further the ILO's social protection agenda. The officer will work closely with various stakeholders, including government partners, civil society organizations, and UN agencies, to ensure effective implementation of the National Social Protection Strategy (NSPS) and to promote social protection reforms in Lebanon.

Duties and Responsibilities:
The incumbent will be tasked with several key responsibilities, including:
  • Supporting the planning, monitoring, reporting, and evaluation of ILO social protection project activities in Lebanon, ensuring alignment with ILO policies and project strategies.
  • Documenting good practices and lessons learned from social protection initiatives and facilitating knowledge sharing among stakeholders.
  • Conceptualizing and implementing social protection capacity-building programs in Lebanon and the MENA region, responding to the needs of tripartite constituents.
  • Initiating and coordinating effective partnerships with implementers and collaborators, including preparing Terms of Reference and managing contractual processes.
  • Organizing social dialogue processes, meetings, and workshops to engage stakeholders in social protection reforms.
  • Liaising with various organizations involved in social protection in Lebanon, including government bodies, OPDs, and civil society.
  • Contributing to policy and research activities under the Social Protection Cluster in Lebanon.
  • Supporting communication activities by drafting materials and public information content in both English and Arabic.
  • Performing other relevant duties as assigned.

Required Qualifications:
Candidates must possess a first-level university degree in economics, public law, public administration, social sciences, development studies, or a related field. Additionally, candidates should demonstrate excellent knowledge of the programming cycle, including planning, monitoring, reporting, and evaluation, as well as project administration concepts and procedures. Strong analytical skills, project management abilities, and excellent written and verbal communication skills are essential. Candidates should also exhibit integrity, transparency, and a commitment to diversity and inclusion in their work.

Educational Background:
The position requires a first-level university degree in a relevant field such as economics, public law, public administration, social sciences, or development studies. This educational background is crucial for understanding the complexities of social protection systems and policies, as well as for effectively engaging with various stakeholders in the field.

Experience:
A minimum of two years of professional experience in social protection or social policy is required. This experience should include supporting programming, reporting, partnership management, coordination, and capacity development processes. Candidates should have a proven track record of working in similar roles, demonstrating their ability to manage projects effectively and engage with diverse stakeholders.

Languages:
Excellent knowledge of English and Arabic, both oral and written, is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for drafting reports and communication materials. Additional language skills may be considered an asset but are not required.
