Job Overview: The Senior Finance Officer will play a crucial role in ensuring the financial health of the organization by coordinating financial and accounting operations. This position involves overseeing the overall financial tracking and providing support to project staff in financial and operational matters. The Senior Finance Officer will conduct financial data analysis, prepare budget analyses for project funds, and ensure compliance with donor requirements. The role requires proactive guidance to enhance financial success through high-level analytical expertise, implementation of business strategies, and development of strong client relationships. Additionally, the officer will provide analysis and support for strategic initiatives, monitor performance trends, and present results to management.
Duties and Responsibilities:
Manage the accounting/finance and administration components of the program, including payroll, reporting, and petty cash management.
Establish, maintain, and update the filing system to include financial reports submitted to the office and FHI 360 headquarters.
Coordinate monthly fund requests based on budget forecasts and cash flow to ensure the program has necessary funds for operations.
Review all project expenditure records, including invoice verification and ensuring all required documentation is present and correctly recorded.
Prepare and submit monthly closing files and archive required documents in SharePoint.
Review project financial reports for month-end closures, including bank and petty cash reconciliations, travel expense reconciliations, and advances.
Collaborate with project teams to support budget development based on country needs.
Update the budget after each accounting closure, analyze variances, and provide budget analysis for decision-making.
Work closely with the Administrative and Financial Director to adjust expenditures as necessary to meet program needs. 1
Analyze and propose processes to strengthen financial systems. 1
Organize annual audits. 1
Ensure training and capacity building for the finance team and reinforce financial principles across technical departments. 1
Utilize strong interpersonal skills to work effectively with all staff and ensure adherence to financial policies. 1
Perform other assigned tasks as needed.
Required Qualifications:
Advanced degree (BAC+4) in accounting, finance, or a related management field.
At least 8 years of experience in accounting, finance, and operational management in a government contracts environment, with internal controls.
Experience applying U.S. grant, contract, and audit standards in the effective management of multi-year funds.
In-depth knowledge of generally accepted accounting principles and fundamental internal control principles.
Ability to communicate clearly and professionally, positively engaging with clients and staff.
Capacity to analyze and interpret data, identify/resolve errors, and prepare reports.
Proven ability to motivate and work well with others.
Ability to analyze complex technical issues involving existing and emerging financial problems and formulate recommendations based on analysis. 1
Proven experience as a team leader in finance, audit, or accounting is preferred. 1
Excellent written and oral communication skills in French are required; proficiency in English is a plus.
Educational Background: Candidates must possess an advanced degree (BAC+4) in accounting, finance, or a related field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage complex financial operations effectively.
Experience: The position requires a minimum of 8 years of relevant experience in accounting, finance, and operational management, particularly in environments involving government contracts. This level of experience is crucial for understanding the complexities of financial management in a nonprofit context and ensuring compliance with various regulations and standards.
Languages: Fluency in French is mandatory, with excellent written and oral communication skills. Proficiency in English is considered an asset, enhancing the candidate's ability to engage with international stakeholders and resources.
