Job Overview:
The Military Member S2 position within the OSCE Mission to Moldova is a critical role that involves representing the mission in various military and security-related contexts. The incumbent will be responsible for monitoring the situation in the region, investigating incidents, and contributing to the development of proposals for confidence-building measures. This position requires a high level of professionalism, cultural sensitivity, and the ability to work collaboratively with diverse teams. The Military Member will also advise the Head of Mission on military issues and contribute to the mission's reporting and operational activities. Duties and Responsibilities:
The duties and responsibilities of the Military Member S2 include:

• Representing the OSCE Mission at meetings of the Joint Control Commission, overseeing the activities of the Joint Peacekeeping Force.
• Monitoring the security situation in the region and investigating incidents as they arise.
• Contributing to the mission's reporting and documentation related to military and security matters.
• Developing proposals for confidence-building measures in collaboration with military and security forces.
• Advising the Head of Mission and other mission members on military-related issues and providing insights based on field observations.
• Performing additional duties as required to fulfill the mission's mandate, ensuring alignment with OSCE principles and objectives.
• Engaging with local authorities and stakeholders to foster cooperation and understanding in military affairs.

Required Qualifications:
Candidates must possess a valid military officer status, with a minimum rank of Lieutenant Colonel (or Major depending on experience). A first-level university degree in a relevant field is required, along with a minimum of six years of relevant professional experience in military operations, arms control, or peacekeeping. Candidates should demonstrate strong negotiation skills and the ability to liaise effectively with governmental and military authorities. Additionally, candidates must have a valid automobile driving license and the ability to drive manual transmission vehicles. Cultural sensitivity and the ability to work in diverse teams are essential.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant technical field, such as military science, international relations, or security studies. This educational foundation is crucial for understanding the complexities of military operations and the political-military landscape in which the OSCE operates.

Experience:
A minimum of six years of relevant professional experience is required for this position. This experience should include significant involvement in arms control, monitoring ceasefire violations, peacekeeping operations, or other military-related affairs. Candidates with prior experience in international missions or within operational contexts will be given preference, particularly those who have worked in former CIS countries or have experience with the OSCE.

Languages:
Professional fluency in both oral and written English and Russian is mandatory for this position. Candidates should be able to draft documents and brief on situations clearly and concisely. Knowledge of Romanian is considered an asset, as it may enhance communication and engagement with local stakeholders.

This position is classified as an international secondment, meaning that candidates must be internationally recruited and cannot be nationals or permanent residents of the duty station, which is Moldova in this case. The contract is fixed-term, with a full-time schedule, and the maximum period of service in this post is seven years.
