Job Overview:
The Adaptation Solutions Specialist (Transport) position is integral to the Transport Sector Division within ADB's Sectors Department. The role focuses on integrating climate adaptation and resilience into transport sector planning, policy, strategy, and operations. The specialist will work closely with ADB's developing member countries (DMCs) to design and implement resilient transport investments, strengthen transport systems, and advance sector policy and capacity development initiatives. The position requires a proactive approach to support knowledge sharing on climate-resilient transport solutions and contribute to the integration of adaptation considerations across transport operations. The specialist will report to the Director of the Transport Sector Office and will oversee junior team members, ensuring alignment with ADB's commitment to the Paris Agreement and relevant environmental and social standards.

Duties and Responsibilities:
The Adaptation Solutions Specialist (Transport) will have a comprehensive set of responsibilities, including:

• Supporting the integration of climate adaptation and resilience into transport sector planning, programming, and operations, ensuring that ADB and DMCs enhance the performance and reliability of transport systems.
• Providing inputs to key transport sector strategies and plans, aligning them with national climate change policies and strategies.
• Leading the preparation and administration of technical assistance projects to address climate and disaster risks in transport infrastructure.
• Contributing to the development of sovereign and non-sovereign transport operations by integrating adaptation considerations into project preparation and implementation.
• Guiding the preparation of climate risk and vulnerability assessments for transport investments and using findings to improve planning and design.
• Managing consultants and project teams to ensure compliance with ADB requirements.
• Participating in project missions and advising on resilient transport planning and implementation.
• Promoting innovative solutions to strengthen transport network resilience, including risk-informed maintenance and nature-based approaches.
• Building partnerships internally and externally to advance transport sector reforms and mobilize financing for resilient transport investments. 1
• Supporting knowledge generation and capacity building on climate-resilient transport planning and operations.

Required Qualifications:
Candidates must possess a university degree in Climate Adaptation, Disaster Risk Management, Transport Planning, Environmental Engineering, or related fields, preferably at the post-graduate level. A minimum of 6 years of relevant work experience in managing environmental and climate change issues in transport sector projects is required, with a preference for experience in Asia and the Pacific. Candidates should demonstrate experience in integrating climate adaptation and resilience into transport policies and investments, conducting climate risk assessments, and advising on climate change-related technical issues. Familiarity with multilateral financial institutions' operations and policies is preferred. Strong communication skills and the ability to share knowledge effectively are essential.

Educational Background:
The position requires a university degree in a relevant field such as Climate Adaptation, Disaster Risk Management, Transport Planning, or Environmental Engineering. A post-graduate degree or equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in climate adaptation and transport planning.

Experience:
The ideal candidate should have at least 6 years of relevant work experience, particularly in managing environmental and climate change issues within the transport sector. This experience should ideally include international exposure and work in multiple countries, demonstrating the ability to navigate diverse regulatory and operational environments. Additionally, candidates must have at least two years of relevant experience outside ADB within the past five years, with prior consultancy or contractor roles at ADB considered as experience outside the organization.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. Strong communication skills are essential for effective collaboration and knowledge sharing within ADB and with external partners. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if it enhances communication with stakeholders in the Asia-Pacific region.

Additional Notes:
This position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework, aimed at enhancing in-house expertise.
