Job Overview:
The Senior Specialist in Workers Activities will be stationed at the ILO Regional Office for Latin America and the Caribbean in Lima, Peru. This role is pivotal in planning, developing, and coordinating technical advisory services aimed at enhancing the capabilities of workers' organizations. The incumbent will work closely with ILO Country Offices and assist in providing improved services to members of these organizations. The position requires a strong understanding of ILO principles and the ability to advocate for workers' interests effectively. The Senior Specialist will also be responsible for maintaining communication between the ILO and workers' organizations, ensuring that their concerns and perspectives are represented in ILO initiatives. This role involves a dual reporting structure, requiring collaboration with both the Director of ACTRAV and the Deputy-Director of the Regional Office, emphasizing the importance of strategic guidance and operational effectiveness in promoting decent work and social justice.

Duties and Responsibilities:
  • Lead the Bureau of Workers Activities (ACTRAV) in managing financial, human, and other resources effectively, ensuring compliance with ILO standards and results-based management frameworks.
  • Design and implement programs and policies that enhance the technical leadership of the ILO in workers' activities, advocating for the Decent Work Agenda and social justice.
  • Provide thought leadership and policy advice to ILO constituents and stakeholders, ensuring integration of cross-cutting issues such as gender equality and environmental sustainability.
  • Strengthen institutional frameworks related to workers' activities, promoting inclusive and gender-responsive policies.
  • Support workers' organizations in identifying needs and providing technical support for trade union development and collective bargaining.
  • Contribute to the design and implementation of Decent Work Country Programmes (DWCPs) and ensure effective stakeholder engagement.
  • Conduct innovative research on emerging issues affecting workers and their organizations, positioning the ILO as a leader in this area.
  • Develop and disseminate technical and policy knowledge products that respond to the needs of workers' organizations.
  • Oversee the quality control of reports and publications related to workers' organizations. 1
  • Enhance the capacity of workers' organizations to implement policies and monitor their impact. 1
  • Formulate development cooperation activities aligned with regional and national priorities. 1
  • Identify opportunities for partnerships to advance the Decent Work Agenda. 1
  • Maintain engagement with workers' organizations through consultations and field missions. 1
  • Represent the ILO at regional and national meetings, advocating for the Decent Work Agenda. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as economics, law" style="border-bottom: 1px dotted #007bff !important;">labour law, public administration, industrial relations, or political science. Alternatively, a first-level university degree (Bachelor’s or equivalent) in a relevant field, combined with two additional years of relevant experience, will be accepted. The role requires a deep understanding of economic and social policies, trade union organizations, and the ability to lead and implement complex programs effectively.

Educational Background:
An advanced university degree (Master’s or equivalent) in economics, labour law, public administration, industrial relations, political science, or a related field is required. A first-level university degree (Bachelor’s or equivalent) may be accepted with additional relevant experience.

Experience:
Candidates should have at least ten years of experience in workers' activities, particularly at the international level, dealing with programs related to workers' organizations and trade unions. This experience should demonstrate a strong understanding of the challenges and opportunities in promoting workers' rights and decent work.

Languages:
Fluency in Spanish is essential, along with a working knowledge of English. Knowledge of Portuguese is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders in the region.
