Job Overview:
The Evaluation Specialist will be an integral part of the Office of Evaluation and Oversight (OVE), which is tasked with independently evaluating the IDB Group's operations. This role involves leading and participating in complex evaluations that assess the effectiveness of the IDB Group's programs and operations. The specialist will engage in constructive dialogues with management throughout the evaluation process, ensuring transparency and accountability while maintaining OVE's independence. The position also includes supporting the development of a robust self-evaluation system and mentoring junior staff, contributing to the overall capacity building within public institutions in Latin America and the Caribbean.

Duties and Responsibilities:
The Evaluation Specialist will undertake and lead evaluations, engaging with management to foster a constructive dialogue throughout the evaluation cycle. Responsibilities include participating in complex evaluations, leading evaluations on development effectiveness, and establishing communication with management during various stages of the evaluation process. The specialist will also support the IDB Group's self-evaluation system by reviewing and validating management self-evaluations. Additionally, the role involves mentoring junior staff and participating in working groups and initiatives within OVE, contributing to knowledge sharing and the development of evaluation capacity.

Required Qualifications:
Candidates must possess a Master's degree in economics, business, finance, public policy, or a related field. A specialization in evaluation and international development is advantageous. The ideal candidate will have at least four years of relevant experience, including a mix of economic development and evaluative work, demonstrated through authored evaluation reports or publications. Experience with sovereign and non-sovereign financial investments, as well as familiarity with evaluation methodologies, particularly statistical and econometric analysis, is essential. Knowledge of artificial intelligence tools for evaluative work is a plus, along with experience in the Latin America and Caribbean region.

Educational Background:
A Master's degree in a relevant field such as economics, business, finance, or public policy is required. Additional coursework or specialization in evaluation and international development is considered beneficial for this position.

Experience:
The position requires a minimum of four years of relevant experience, which should include a combination of evaluative work and economic development. Candidates should have experience leading or participating in evaluations of development programs, as well as familiarity with financial investments and operations within multilateral organizations or donor agencies. Experience with portfolio data and evaluation methodologies is highly desirable, along with a proven track record of analytical work.

Languages:
Proficiency in English is mandatory, and candidates should also be fluent in either Spanish, French, or Portuguese. If not fully fluent in Spanish, candidates must be willing to commit to training, as proficiency in this language is crucial for long-term success in the role.

The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
