Job Overview:
The UN Sanctions Expert position involves conducting in-depth research and analysis under the guidance of the relevant Sanctions Committee(s). The expert will be responsible for monitoring sanctions measures, analyzing alleged violations, and contributing to reports and recommendations aimed at improving the implementation of Security Council resolutions. This role requires a comprehensive understanding of sanctions regimes and the ability to collaborate with various stakeholders, including regional and international organizations. The expert will also prepare briefings and presentations, assist member states in enhancing their capacities, and ensure due process for all parties involved in allegations and findings. The position is dynamic and may require travel and participation in missions to gather information from diverse sources, including government authorities and civil society.

Duties and Responsibilities:
The duties and responsibilities of the UN Sanctions Expert include:

• Monitoring sanctions measures and conducting research on alleged violations or non-compliance as mandated by Security Council resolutions.
• Reporting on violations of the sanctions regime and providing updates to the Committee and Security Council.
• Preparing recommendations for improved implementation of sanctions based on analysis, country visits, and outreach activities.
• Compiling information relevant to the potential designation of individuals and entities violating sanctions.
• Collaborating with regional and international organizations and the UN system.
• Monitoring media, including social media, for relevant issues and cases.
• Preparing and delivering briefings and presentations on sanctions regimes and activities.
• Assisting states and organizations in identifying areas for capacity strengthening.
• Contributing to high-quality reports adhering to rigorous methodology. 1
• Ensuring due process for member states, entities, and individuals responding to allegations. 1
• Participating in the preparation of the Panel or Monitoring Team's work program, including travel schedules. 1
• Engaging in missions and consultations to gather information from various stakeholders. 1
• Drafting correspondence and collating information obtained during missions. 1
• Classifying and archiving materials from missions and activities. 1
• Submitting an End of Assignment Report to the UN Secretariat at the end of the mandate. 1
• Abiding by UN rules and regulations and safety policies.

Required Qualifications:
The position requires an advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, economics, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Candidates must possess a minimum of ten years of progressively responsible experience in a relevant area, including at least three years of field experience. Field research or investigative experience is essential, along with a proven ability to write high-quality reports. Strong interpersonal skills in complex political environments are required, as well as a demonstrated understanding of sanctions regimes in various contexts. Experience working under UN regulations and methods is highly desirable.

Educational Background:
Candidates must have an advanced university degree (Master’s degree or equivalent) in a relevant field such as military science, political science, international relations, law, finance, economics, or journalism. A first-level university degree may be accepted in combination with additional qualifying experience, demonstrating the importance of both formal education and practical experience in this role.

Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant areas, with at least three years of field experience in post-conflict or transitional situations. Candidates should have field research or investigative experience and a strong background in writing high-quality reports. Proven interpersonal skills in complex political environments are essential, along with a demonstrated understanding of sanctions regimes in various contexts, including the UN and regional organizations.

Languages:
Fluency in English is mandatory for this position. Fluency in French may also be required, and knowledge of other United Nations official languages, relevant languages, and local dialects is desirable, reflecting the international nature of the work and the need for effective communication with diverse stakeholders.
