Job Overview:
The consultant will be responsible for enhancing the capacity of the national statistical system in Comoros to produce, validate, analyze, and sustainably use high-quality fisheries-related data and indicators. This role is critical in supporting timely, evidence-based decision-making for the fisheries sector, particularly in the context of the Sustainable Development Goals. The consultant will develop a common data catalogue and profile report, assess existing data collection mechanisms, and provide recommendations for improved data compilation. The position requires collaboration with various stakeholders, including national statistical systems and international organizations, to ensure that the data produced meets global standards and addresses national priorities.

Duties and Responsibilities:
The consultant's duties include developing a concept note outlining the methodology and implementation schedule for data collection, assessing existing data collection tools for consistency and comparability, identifying stakeholders involved in data production, and making an inventory of challenges in reporting data. The consultant will also identify additional data sources, develop profiles for each data source, assess data collection mechanisms, draft a fisheries data catalogue and profile report, present findings to stakeholders, and provide recommendations for enhancing data sharing and indicator computations. The consultant will also be responsible for developing capacity for calculating fisheries-related indicators and finalizing the report based on feedback from stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree in economics, statistics, mathematics, environmental sciences, social sciences, or a related field. A bachelor's degree with additional experience may be accepted. The position requires at least five years of experience in data analysis and/or data management, with a focus on environmental data. Experience working with national statistical systems and data disaggregated by geography, sex, and specific population groups is essential. Familiarity with issues related to economic activity, environmental change, and fisheries data is desirable.

Educational Background:
An advanced university degree in a relevant field such as economics, statistics, mathematics, environmental sciences, or social sciences is required. A bachelor's degree may be accepted if accompanied by additional relevant experience. This educational background is crucial for understanding complex data systems and methodologies necessary for the role.

Experience:
The consultant should have a minimum of five years of professional experience in data analysis and management, particularly within national statistical systems. Experience in working with environmental data and understanding the nuances of data disaggregation is essential. Candidates with experience in fisheries-related data and its implications for sustainable development will be preferred.

Languages:
Fluency in both spoken and written French and English is mandatory for this position. Knowledge of another official UN language is considered an advantage, as it may facilitate communication with a broader range of stakeholders and enhance collaboration in international contexts.

The consultancy is home-based, with regular meetings via phone and web conferences with various stakeholders. The consultant is expected to be available for technical meetings and may need to travel for conferences related to the consultancy.
