Job Overview:
The HR Assistant position at WFP is designed to support the Human Resources unit in Antananarivo, Madagascar. The successful candidate will work under the supervision of the Deputy HR Manager and will be responsible for various HR management tasks that facilitate the effective implementation of WFP's policies and procedures in Madagascar. The role is crucial in ensuring that HR services are tailored to meet the needs of beneficiaries and aligned with the strategic objectives of the organization. The HR Assistant will be expected to provide professional and empathetic responses to HR-related inquiries, assist in training and onboarding new staff, and maintain accurate HR records. This position requires a proactive approach to problem-solving and a commitment to delivering high-quality HR services that enhance the overall employee experience within the organization.

Duties and Responsibilities:
The HR Assistant will have a diverse set of responsibilities, including but not limited to:
  • Responding professionally and empathetically to general HR inquiries and ensuring effective follow-up on requests to guarantee a positive client experience and high-quality HR services.
  • Providing guidance and on-the-job training to other staff members to enhance their understanding of HR systems and procedures necessary for their roles.
  • Liaising with other internal units or offices regarding HR matters such as payroll and contracts, ensuring timely communication of information for effective HR service delivery.
  • Collecting and consolidating data on recruitment and selection processes, contractual conditions, entitlements, and training obligations to facilitate analysis and meet information needs.
  • Providing administrative support for various HR management activities, including the onboarding of new staff, while adhering to applicable processes and procedures.
  • Managing confidential personnel files and maintaining HR databases and archives to ensure data accuracy and compliance with established standards.
  • Drafting various HR-related documents, such as employment contracts, transfer letters, and training documents, ensuring accuracy and timely delivery.
  • Utilizing HR management systems to input and update data, assisting in tracking various deadlines (contract expirations, performance evaluations, etc.) while ensuring compliance with timelines and data accuracy.
  • Supporting staff deployment and related administrative measures, including generating simple reports to enhance the efficiency of HR management services and enable rapid response in crisis situations. 1
  • Performing any other tasks within the scope of competence as assigned.

Required Qualifications:
Candidates must possess a strong customer orientation and demonstrated ability to provide responsive, empathetic, and high-quality HR services. A minimum of five years of experience in personnel administration, recruitment, or a related HR field is required. The ideal candidate should have a solid understanding of HR policies and practices, as well as the ability to interpret and apply these in a complex organizational context. Strong communication skills, both written and verbal, are essential, along with the ability to work collaboratively in a diverse team environment. Candidates should also demonstrate initiative and problem-solving skills, particularly in addressing employee needs and challenges.

Educational Background:
The minimum educational requirement for this position is the completion of secondary education (high school diploma). A post-secondary certificate in a relevant functional area is desirable, providing candidates with a foundational understanding of HR principles and practices that will be beneficial in this role.

Experience:
The position requires at least five years of relevant experience in personnel administration, recruitment, or a similar HR field. Candidates should have a proven track record of delivering high-quality HR services and a strong customer service orientation. Experience in a multicultural environment and familiarity with humanitarian or development contexts will be advantageous.

Languages:
Fluency in spoken and written French (Level C) is mandatory for this position. A good command of English is considered an asset, as it will facilitate communication within the organization and with international partners.

Additional Notes:
This is a Service Contract (SC5) position with a duration of 12 months, subject to renewal based on performance and organizational needs. The role is based in Antananarivo, Madagascar, and candidates should be prepared to work in a full-time capacity.
