Job Overview: The position of Individual Consultant – Timbuktoo HealthTech Hub Manager involves providing strategic and operational leadership for the Timbuktoo HealthTech Hub. The consultant will be responsible for strategic planning and positioning within the HealthTech ecosystem, developing partnerships, and overseeing governance and operational aspects of the hub. This role requires a focus on sustainability and impact measurement, ensuring that the hub effectively supports health technology innovations and startups. The consultant will also be tasked with managing the startup pipeline performance and ensuring that the hub meets its developmental goals. The assignment is set to begin on September 1, 2026, and will last for one year, concluding on August 31, 2027, with a total of 240 working days expected over this period.
Duties and Responsibilities: The duties and responsibilities of the Timbuktoo HealthTech Hub Manager include:
Leading the strategic planning process for the HealthTech Hub to align with national health priorities and global health trends.
Developing and nurturing partnerships with stakeholders in the health technology sector, including government agencies, private sector players, and non-governmental organizations.
Overseeing the operational management of the hub, ensuring efficient use of resources and adherence to governance standards.
Implementing financial oversight mechanisms to ensure the sustainability of the hub's operations.
Monitoring and evaluating the performance of startups within the hub, providing guidance and support to enhance their growth and impact.
Reporting on the hub's performance and impact to stakeholders, ensuring transparency and accountability.
Facilitating capacity-building initiatives for startups and stakeholders in the health technology ecosystem.
Required Qualifications: Candidates must possess a strong background in health technology, business management, or a related field. Proven experience in strategic planning and operational management is essential. The ideal candidate should have a track record of developing partnerships and working collaboratively with diverse stakeholders. Strong analytical and problem-solving skills are required, along with excellent communication and interpersonal abilities. Familiarity with the health sector in Rwanda and experience in managing health-related projects will be considered an asset.
Educational Background: A minimum of a Master's degree in Public Health, Business Administration, Health Technology, or a related field is required. Additional certifications or training in project management or health innovation will be advantageous.
Experience: Candidates should have at least 5 years of relevant experience in health technology management, project management, or a similar role. Experience working with international organizations or in a consulting capacity will be highly regarded. Demonstrated experience in leading teams and managing complex projects is essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Kinyarwanda or French will be considered an asset, as it may facilitate communication with local stakeholders and partners.
