National Consultant on International Cooperation and Development Partner

The Ministry of Health of Ukraine (MoH) is dedicated to enhancing the health sector through effective cooperation with international development partners. The MoH plays a pivotal role in implementing health sector reforms, recovery efforts, and Ukraine's European integration agenda. The Department of International Relations within the MoH serves as the primary point of contact for collaboration with various bilateral and multilateral partners, international organizations, and financial institutions. This department is responsible for coordinating international technical assistance projects, facilitating donor coordination, and supporting high-level international engagements. The MoH aims to ensure that international assistance aligns with national priorities and is utilized efficiently, thereby enhancing the overall health governance in Ukraine.

Job Overview:
The National Consultant on International Cooperation and Development Partner will be instrumental in strengthening the Ministry of Health's capacity to coordinate international technical assistance and engage with development partners. The consultant will provide technical, analytical, and coordination support to the Department of International Relations, ensuring effective management of international technical assistance projects. This role involves facilitating strategic dialogue, supporting evidence-informed decision-making, and enhancing cooperation related to Ukraine's European integration agenda. The consultant will also be responsible for maintaining up-to-date records on ongoing ITA projects, preparing analytical reports, and ensuring alignment of international assistance with national health priorities. The position requires a proactive approach to managing partnerships and facilitating communication with various stakeholders in the health sector.

Duties and Responsibilities:
The consultant will be tasked with several key deliverables, including:

• Providing technical expertise to enhance the Ministry of Health's capacity for coordinating international technical assistance and development partner engagement. This includes maintaining records on ITA projects, monitoring project implementation, and preparing analytical reports on progress and effectiveness.
• Facilitating communication and coordination with international organizations and development partners, preparing materials for high-level international events, and supporting day-to-day communication.
• Drafting official correspondence and documents in both Ukrainian and English, participating in the preparation and review of international agreements, and monitoring international policies relevant to the health sector.
• Preparing analytical reports, briefing notes, and decision-support documents for the Ministry's leadership. The consultant is expected to deliver a final consolidated analytical report on the international technical assistance portfolio and partner engagement by 18 December 2026.

Required Qualifications:
Candidates must possess a university degree in International Relations, Public Administration, Political Science, Law, Health Policy, Public Health, Social Sciences, or a related field. A PhD in one of these areas is considered an advantage. Essential qualifications include at least 2 years of professional experience in international cooperation, donor coordination, project management, or public administration. Candidates should have experience working with international organizations and government institutions, as well as a proven ability to prepare analytical reports and facilitate multi-stakeholder coordination. A deep understanding of international development cooperation architecture and Ukraine's health sector governance is crucial.

Educational Background:
The educational background required for this position includes a university degree in a relevant discipline such as International Relations, Public Administration, Political Science, Law, Health Policy, Public Health, or Social Sciences. A PhD in one of these fields is desirable but not mandatory. Candidates must have their degrees from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 2 years of relevant professional experience in areas such as international cooperation, donor coordination, project management, or public administration. Candidates should have experience working with international organizations, development partners, and government institutions. Demonstrated experience in preparing analytical reports, policy briefs, and facilitating multi-stakeholder coordination is essential. Familiarity with the coordination of international technical assistance projects and experience working with the Ministry of Health of Ukraine or similar government institutions is highly desirable.

Languages:
Fluency in English and Ukrainian is mandatory, with expert-level proficiency required in both languages. Excellent drafting and communication skills in these languages are essential for the role. Knowledge of additional languages may be considered an asset but is not required.

The consultancy is expected to start on 1 September 2026 and will last for a duration of 3 months and 20 days, concluding on 20 December 202

• The consultant will work on-site in Kyiv, Ukraine, and is not expected to travel. The total contract value is USD 10,800, with a monthly rate of USD 2,700 based on 20 working days per month. Payment will be made monthly upon satisfactory submission of technical reports and deliverables approved by the Responsible Officer.
