Job Overview:
The consultancy aims to provide data analytics support to the WHO Viet Nam Country Office, focusing on monitoring and evaluating progress towards the targets set in the Results Framework. The consultant will play a crucial role in building the skills and capacity of WHO Viet Nam staff in monitoring and evaluation, particularly in relation to priority projects with the Ministry of Health (MoH). This position is essential for ensuring that the collaborative efforts between WHO and MoH are effectively tracked and assessed, aligning with the strategic priorities outlined in the jointly agreed Project Document (PD) for the period 2024 to 202
  • The consultant will be responsible for developing user-friendly data reporting tools, providing analytical support for reporting cycles, and ensuring that data collection and reporting processes are robust and effective.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including: 1) Developing and refining a Data Reporting Tool for the Results Framework, which involves qualitative reviews of existing reports, creating technical specifications for data collection processes, and designing user-friendly data collection tools. 2) Providing analytical support for bi-annual reporting cycles, which includes reviewing data inputs for quality, developing progress visualizations, and drafting year-end reports. 3) Supporting technical project advancement through data analytics and visualizations, ensuring that data collection aligns with the PD Theory of Change and incorporates considerations for gender equality and social inclusion. 4) Coordinating mid-year reporting cycles for 2027, which involves reviewing data inputs and developing visualizations for impact stories. The consultant will work closely with WHO staff and MoH counterparts to ensure that all deliverables are met in a timely and effective manner.

Required Qualifications:
Candidates must possess an advanced university degree (master’s) in information management, public health, epidemiology, economics, data science, or a related field. Essential qualifications include at least 5 years of relevant experience in public health program monitoring and evaluation, with proven skills in preparing epidemiological updates and health information products. Desirable qualifications include certified training in results-based management or project management, as well as experience with WHO or other international agencies in data analytics and results framework development.

Educational Background:
The position requires an advanced university degree (master’s) in fields such as information management, public health, epidemiology, economics, or data science. Additional certifications in project management or results-based management are desirable, as they enhance the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of 5 years of experience relevant to the position, particularly in preparing analytical briefs, dashboards, and public health profiles. Experience in an international context, particularly with WHO or similar organizations, is highly desirable. The candidate should demonstrate a strong background in epidemiological surveillance and health information management.

Languages:
Expert knowledge of English (reading, writing, speaking) is mandatory, while good knowledge of Vietnamese (reading, writing, speaking) is also required. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This consultancy is expected to last for 10 months, with a monthly remuneration of USD 1,75
  • The consultant will be based at the WHO Country Office in Hanoi, Vietnam, and may be required to travel to provinces for monitoring visits and data collection activities. The position is full-time and involves direct engagement with WHO staff and MoH counterparts.
